City of Oglesby City Council Met May 3.

A Regular Meeting Of The Oglesby City Council Was Held At City Hall. The Meeting Was Called To Order At 7:00 P.M.

A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to approve the regular meeting minutes from April 19, 2021.

Public comments on agenda items only: Mark Featherstone from Ameren Real Estate in regards to the variance requests submitted to the City of Oglesby for the Corbin substation. Mayor Rivara questions Mr. Featherstone about the substation as does Commissioner Curran. Commissioner Curran questions approving the variance request and how it may affect the outcome of the electrical study and should the matter be tabled until the study is complete. Attorney Barry states that should not be a factor in approving the zoning request. Commissioner Argubright asks Mr. Featherston what the market cap is for Ameren. Marc Featherstone does not know. Mayor Rivara asks if Mr. Featherstone could keep the conversation moving with Ameren, to which he replied that he would personally commit to the matter. Greg Stein asks Mr. Featherstone a question about the building.

Mayor Rivara declares May as Motorcycle Awareness month by proclamation. Commissioner Argubright makes a motion to approve the proclamation.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve the proposal from John Pohar & Sons, Inc. to demolish the house located at 121 E. Walnut Street in the amount of $8,400.00.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve an intergovernmental agreement between the City of Oglesby and the Board of Education of Oglesby School District No. 125.

Attorney Barry gives a statement about the agreement. Mayor Rivara states he is disappointed in the Superintendent for not addressing the Council about moving the matter forward.

A MOTION WAS MADE BY CUURAN, SECONDED BY ARGUBRIGHT to approve the bid from R.B. Crowther Co. Morris, IL for Dickinson House re-roofing.

The total bid is $ 53,575.00 states Jim Clinard, City Engineer.

A MOTION WAS MADE BY CURRAN, SECONDED BY LIJESKI to place on file 1162-051721 an ordinance appropriating funds for ADA curb ramp improvements, in conjunction with milling and resurfacing of IL351/71 Walnut Street to Lone Start cement railroad bridge in Oglesby and IL 71 from IL 351 to Vermillion River.

Commissioner Curran gives explanation of the ordinance. Curran also states that there is a delay in the grant results.
Mayor Rivara re-appoints Karen Watson and Jim Clinard to the Planning Commission; Bill Walter to the Park Board, Karen Watson and Ken Ficek to the Design and Review Board; Hugo Gonzalez, Mike Margis, Bob Stone and Corey Vanshaick to the Police Pension Board.

A discussion was held in regards to approving a request from Kevin and Phyllis Marzetta to vacate northernmost portions of Bennett, Swift and Hazen Avenue’s in the City of Oglesby. Mayor Rivara reads a request from the Marzetta’s. Attorney Barry gives explanation about the request and the effects of granting it. Attorney Barry finds no issue with it and plans to prepare an ordinance for the next council meeting, stating no vote is needed in the matter.
The Mayor and Commissioners hold a discussion for the request submitted from Claudette’s and Bulldog’s Bar for the street closure in August 2021. Commissioner Lijewski questions if the event is taking the place of the Cops for Cancer benefit. Commissioner Curran has concerns about closing Walnut Street; which is a county road. Kathy Frederick speaks from the audience about the re-routing of traffic. The Council discusses the proposed times and decides there should be more clarity on times being requested. Mayor Rivara states there is no issue if it is for one day.
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to table the request to the next council meeting to be held on May 17, 2021.

A Discussion of wage proposal for emergency personnel was addressed by Commissioner Lijewski and stated that the Mayor ask the matter to be tabled until the current contract negotiations between the IBEW and Police Department are settled. Commissioner Curran asks about the Wage Committee. The Council agrees to wait until the current contracts are settled to address the matter.

Old Business: smart meters update; Commissioner Curran states there is a discount when ordering meters. Curran states a lot were not ordered previously because of an issue with range; which has been solved. Curran states there is a meeting scheduled on May 17, 2021 to discuss billing issues with the meters. Commissioner Curran states he addressed street signs and conflicts that were found. Commissioner Curran wanted to make mention that he will be proceeding with making changes.
Mayor Rivara discusses that matter of Ms. Paula Jablonski. Mayor Rivara states Ms. Jablonski has asked the council to cease with issuing tickets to her for the time being as she has put in an offer on a property outside of the city limits that she plans to move her cats to. Commissioner Lijewski states the council has been working with Ms. Jablonski for a year now and has concerns that 1) she will be awarded the house 2) when she would close on the house and 3) the complaints that the residents have made about the smell from her property. Commissioner Lijewski states she is not in favor of ceasing to issue tickets for the violation to Ms. Jablonski until there is proof that she has a piece of property and a closing date as to when she will be moving the cats. Commissioner Argubright has concerns about the bid process on the house. Mayor Rivara states Ms. Jablonski said she was the high bidder. Mayor Rivara states the council has been trying to work with Ms. Jablonski for over a year. Commissioner Argubright states Ms. Jablonski has not cooperated. Commissioner Lijewski feels it in unfortunate the matter has come to this and feels that the Council has exhausted all efforts. Mayor Rivara states if progress is made, they can readdress that matter to which Commissioner Lijewski disagrees. Mayor Rivara states the council needs to keep pressure on Ms. Jablonski.

Commissioner Reports:
Argubright: none; later adds that ATV/UTV renewals are due by May 1, 2021and reminds residents to follow the state laws and rules of the road as are dog tag renewals.
Lijewski: Ambulance department had 59 calls and 28 were transfers; reminds that June 7th, 2021 is the Pork Chop Dinner for the Ambulance department and that tickets are available at City Hall; the Fire Department had 12 calls for the month; the Police Department had 39 stops, 2 accidents and 23 case reports. Sergeant Hugo Gonzalez has been named Officer of the Month for the sixth time in the past year.
Curran: chipping services begin this week and reminds residents to have branches at the berm. Pool credits will be given to residents as long as the resident is current on their utility bill.
Cullinan: boys Little League season starts on May 4, 2021 and the new score board is up at Memorial Park for girl’s softball league.
Mayor’s report: expresses his frustration when he hears of residents bashing the City over the rates being charged. Mayor Rivara feels the rates are competitive. He states the City is not raising rates, it is costing the city more to purchase the energy. Mayor Rivara gives a statement about renewable energy and baseload plants. Mayor Rivara addresses a phone call that he received in regards to the American Rescue Plan. He states that the City has not received any of the $ 439,706.71 through the Plan and has also not received the guidelines as to how the City of Oglesby can spend the money. He states the City was awarded money for fire hydrants over two years ago and has yet to receive that money.
