City of Ottawa City Council Met May 18.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less and Mayor Daniel F. Aussem.
Absent: None.
Commissioner Less presented minutes of previous meeting.
Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 4, 2021, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Bob Anderson, President of the AFSCME union addressed the Council about the proposed USIC contract on the agenda. The Union does not feel the work should be outsourced and wondered if another employee could be hired to do the extra work. Dale Baxter also addressed the Council on the proposed USIC contract. He felt switching to an outside vendor wasn’t economically feasible and we could hire another employee that would reside in the City of Ottawa, live here, and spend their money here.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 14, 2021, in the amount of $455,483.90, be approved and warrants issued.
Second by Rodriguez.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of May 18, 2021, showing expenses in the amount of $1,214,750.51, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Financial Report.
Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of April 2021, be received and placed on file.

Commissioner Eichelkraut announced that in addition to the Music in the Park events, there will also be Music in the Streets scheduled after the bands conclude in the park.
Commissioner Ganiere presented Proposal.
Moved by Commissioner Ganiere that the proposal received from Grand Rapids Enterprises in the amount of $26,112.00 to install the Pilkington Water Tower valve, be approved and paid for from the Water Fund.
Second by Eichelkraut.

Moved by Commissioner Ganiere that the Quote received from Gasvoda & Associates Inc. in the amount of $25,429.00 to purchase the valve and sump pump for the Pilkington Water Tower, be approved and paid for from the Water Fund.

Moved by Commissioner Ganiere that the Low Bid received from Stott Contracting LLC in the amount of $1,073,709.50 for the Route 71 watermain extension project, be accepted and paid for from the Water Fund.

Moved by Commissioner Ganiere that the Low Bid received from Gabe’s Construction Co. Inc. in the amount of $3,210,062.45 for the Route 71 watermain extension directional drilling project, be accepted and paid for from the Water Fund.

Commissioner Rodriguez presented Quote.
Moved by Commissioner Rodriguez that the Quote received from Smith Sales & Service in the amount of $25,438.00 for 2 new Exmark mowers and $10,200.00 for a trailer be approved and paid for from the Public Works Fund.

Commissioner Rodriguez announced that we are still looking for a Popcorn Wagon vendor. Possible vendors should contact her or Shelly Munks at City Hall.

Moved by Commissioner Less that a Resolution authorizing the execution of a license and service agreement between the City of Ottawa and Intellichoice Inc., regarding eforce software, be received and placed on file for public inspection.

Mayor Aussem presented Resolution.
Moved by Mayor Aussem that a Resolution authorizing the execution of a facilities locating and marking service contract between the City of Ottawa and USIC Locating Services LLC, which has been on file for public inspection since April 20, 2021, be adopted.
Second by Ganiere.
Commissioner Eichelkraut noted that at his former place of employment, outsourcing never worked out and the jobs ended up coming back to the Union. Commissioner Less added that he did his due diligence and called Will and DuPage Counties and a few contractors to ask how they handled locates. He thought we should keep the work in house.

Mayor Aussem presented Report of Plan Commission.
Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, April 26, 2021, considering a text amendment change to Sections 118-1 (d) and Section 118-2 of the Municipal Code regarding the use of Cargo containers from City Staff, be received and place don file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the text amendments with the addition of language for fines, be approved and the follow up Ordinance, be passed and approved.
