Village of Diamond Village Board met April 27.

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioner’s present were Mark Adair, Jeff Kasher and Dave Warner. Face masks along with social distancing was required.
Motion to Open Public Hearing
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to open the Public Meeting for the Purpose to Consider Ordinance Appropriating all Corporate Purposes. All Ayes: Motion Carried.

Motion to Close Public Hearing
MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to close the Public Hearing for the Purpose to Consider Ordinance Appropriating All Corporate Purposes. All Ayes: Motion Carried.
Approval of 04-13-2021 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the 03/23/2021 regular meeting minutes and place on file. Ayes-Adair, Kasher, Kernc; Abstain Warner: Motion Carried.
Approval of April 27, 2021 Bill List and Additional Bill List
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to accept the bill list and place on file. All Ayes: Motion Carried.

Approve Ordinance #2021-06, Appropriating for All Corporate Purposes Mayor Kernc presented Ordinance #2021-06.
MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to Approve Ordinance #2021-06, Appropriating for All Corporate Purposes. All Ayes: Motion Carried.
Approve IDOT ADA Accessibility Curb Ramps on IL Route 113
Mayor Kernc stated consensus was given at the April 13, 2021 meeting and needs formal approval.
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Approve IDOT ADA Accessibility Curb Ramps on IL Route 113 in the amount of $15,000 which will be cancelled if grant is approved for multi-use path along IL Route 113. All Ayes: Motion Carried.
Approve Proclamation as May 2021 as Motorcyclist Awareness Month
Mayor Kernc stated the village does this each year for motorcyclist awareness.
MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve Proclamation for May 2021 as Motorcyclist Awareness Month. All Ayes: Motion Carried.
Approve and Accept Tree Care Experts Proposal for Tree Removals in various locations in the amount of $11,000.
Mayor Kernc discussed the locations of the tree removals. Kernc stated moving forward, for proposals more than $5,000, those will be placed as an agenda item for board approval.
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Tree Care Experts Proposal for Tree Removals in various locations in the amount of $11,000. All Ayes: Motion Carried.

Public Works Department Updates
Acting Public Works Supervisor Jim Dunning stated the pump issue at Diamond Estates will be addressed over the next several weeks. We will be looking into a no clog pump. Water/Sewer Operations Josh Bzdusek is currently flushing hydrants through May 7, 2021. There are communication issues at the sewer plant with the generator and there is a water leak issue in the alley between Division and Clark near Diamond Jacks which needs to be investigated to find where the treated water is coming from.

Mayor Kernc stated she attended a 4-hour training at Grundy EOC today which covered active shooter drills and rapid response drills.
