City of Ottawa City Council Met June 1.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 18, 2021, and the minutes of a special meeting held on Tuesday, May 25, 2021, both be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 28, 2021, in the amount of $430,623.75, be approved and warrants issued.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of June 1, 2021, showing expenses in the amount of $549,631.54, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance amending an Ordinance adopted by the City Council of the City of Ottawa, LaSalle County, Illinois, on May 4, 2021, providing for the issuance of not to exceed $10,000,000.00 General Obligation Bonds (Waterworks and Sewerage System Alternate Revenue Source), Series 2021B, of said City, which has been on file for public inspection since May 25, 2021, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichekraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution appointing, approving, and authorizing the execution of an employment agreement for a City Official in William Hall as full time NCAT bus driver, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a voluntary disclosure agreement between the City of Ottawa and the Illinois State Treasurer, regarding unclaimed property, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a management and supervision agreement and wastewater operator contract between the City of Ottawa and Total Environmental Service Technologies Inc., be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham for a permit application and an engineering report for a new wastewater treatment plant, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere awarded Low Bid.

Moved by Commissioner Ganiere that the Low Bid received from Vissering Construction Company in the amount of $3,734,700.00 for the River Crossing Lift Station Facility project, be accepted and paid for from the Wastewater Fund.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Proposal.

Moved by Commissioner Ganiere that the Proposal received from BCA Architects Ltd. In the amount of $91,000.00 for the River Crossing Lift Station Facility project, be approved and paid for from the Wastewater Fund.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of an engineering construction services proposal from Etscheid, Duttlinger & Associates Inc., for the River Crossing Lift Station Facility project, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Motion.

Moved by Commissioner Ganiere that the Bids received and opened on Wednesday, March 17, 2021, for the Long Term Control Plan Elements 1.8 and 1.10 Manhole and Sewer Pipe Rehabilitation all be rejected and the City Clerk be authorized to readvertise for the project. New bids will be received until Wednesday, June 30, 2021, at 10:00 a.m.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a license and service agreement between the City of Ottawa and Intellichoice Inc., regarding eforce software, which has been on file for public inspection since May 18, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Invoice.

Moved by Commissioner Less that the Invoice received from ESO Solutions Inc. in the amount of $12,509.85 for software for the Ottawa Fire Department, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of May 2021, be received and placed on file.

Second by Eichelkraut.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of May 2021, be received and placed on file.

Second by Rodriguez.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of May 2021, be received and placed on file.

Nays: Eichelkraut and Less. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,060.00 for the month of May 2021, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of May 2021, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 2 participants in the amount of $786.50 for the month of May 2021, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing acceptance and execution of a proposal between the City of Ottawa and Railworks Track Services Inc., for track maintenance, which has been on file for public inspection since May 18, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a contract for taxicab service between the City of Ottawa and George Sater d/b/a G & R Cab, which has been on file for public inspection since May 18, 2021, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a contract for taxicab service between the City of Ottawa and City Shuttle & Taxi Inc., which has been on file for public inspection since May 18, 2021, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a license agreement between the City of Ottawa and the First National Bank of Ottawa, regarding parking spaces during business hours in exchange for the dedication of certain land to the City, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for application services with NCICG for a Community Development Block rehabilitation grant, be received and placed on file for public inspection.

Second by Ganiere.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance approving and authorizing the execution of a first amendment to the tax increment financing redevelopment agreement between the City of Ottawa, the Lone Buffalo LLC, and Tangled Roots Beverage Company LLC, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Proposal.

Moved by Mayor Aussem that the Proposal received from Halm Electrical Contracting Inc. in the amount of $98,500.00 for the Jordan Block area light poles be approved, competitive bidding be waived, and the project be paid for from the Downtown TIF Fund.

Second by Rodriguez.

Commissioner Less thanked the Mayor for answering his list of questions regarding the project, but felt we should hold off, since nothing is planned for the Jordan Block.

Nays: Less. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, May 20, 2021, considering variance requests from Donald Doty Jr. for property located at 327 E. Washington Street, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Zoning Board of Appeals and the variance requests for a front yard setback, allowing an accessory structure in the front yard and a variance from the Fence Ordinance all be granted and the follow up Ordinance be passed and approved.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, May 20, 2021, considering a variance request from the Fence Ordinance from Agnieszka Brandobur for property located at 1530 Sycamore Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance from the Fence Ordinance be granted and the follow up Ordinance be passed and approved.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, May 20, 2021, considering variance requests from Steven and Nicole Swett for property located at 441 Park Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Zoning Board of Appeals and the variance to allow an accessory structure in the front yard and a variance from the Fence Ordinance, both be granted and the follow up Ordinance be passed and approved. Second by Rodriguez.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, May 20, 2021, considering a variance request from Artillery Riewaldt II for property located at 610 Lainey Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request for a rear yard setback be granted and the follow up Ordinance be passed and approved.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, May 24, 2021, considering a request for a conditional use permit for a drive thru facility from Nathani Elite Management Network Inc. for property known as Lot 3 of RP Lumber’s Planned Unit Development, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Commissioner Eichelkraut commented that he was hopeful that the new drive up would be better than the current one and that the project would all be prevailing wage.

Nays: None. Motion carried.

Mayor Aussem presented Proclamation.

Moved by Mayor Aussem that a Proclamation recognizing the 125th Anniversary of the National Society of the Daughters, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem added that the deed restriction was released on the canal and the Downtown TIF extension passed. He thanked Senator Rezin and Representative Lance Yednock for their help on both matters.

Moved by Mayor Aussem that this regular meeting be adjourned.
