Village of Diamond Village Board Met May 25.

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioner’s present were Dean Johnson and Dave Warner. Absent: Commissioners Adair and Kasher. Face masks along with social distancing was required.
Approval of 05-11-2021 Minutes
MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve the 05/11/2021 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of May 25, 2021 Bill List
MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the bill list and place on file. All Ayes: Motion Carried.

Will Road and Border Street Stop Signs-Resident Request
Mayor Kernc welcomed resident Josh Lusson. Lusson approached the board to request the installation of 2 stop signs at North and South bound Will Road at the intersection of Border St. Lusson is concerned with the speed of the vehicles which travel on Will Road and for the safety for all the residents in the area. Lusson discussed an accident which occurred last year on the road and the severity of the injury to the motorcyclist which he witnessed. Commissioner Johnson stated he has seen the vehicles himself speed and is concerned for the safety of the residents in the area. After discussion, the village will move forward with the installation of the stop signs. Kernc stated this is a process which will take approximately 1 month. An ordinance must be completed and approved at the June 8, 2021 meeting; signs must be placed warning drivers of the stop sign ahead and an informative ad alerting resident of the installation of the stop signs. Kernc would also like to contact the resident at the intersection about their bushes which are inhibiting the view at the intersection. Kernc thanked Lusson for attending the meeting. MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve Village Attorney John Gallo to proceed with an ordinance for approving of the installation of the 2 stop signs on South Will Road at Girot Lane. All Ayes: Motion Carried.
Diamond Will Road Project Congressional Spending Request
Mayor Kernc stated the Village can complete an application under the Congressional Spending to send to Senator Duckworth for the Will Road project which is the same that Kernc completed for CMAP of $8,314, 018 for total project which the federal request is $6,412, 069.00. The application name is Diamond Will Road Project. Kernc stated there is another application which is named Diamond Watermain/Lift Station Project. This project amount is $598,433.00. Kernc added, the village is to receive $122,200 under the American Recovery Plan, under President Biden. Kernc would like to utilize that money toward this project and fund the rest of the money through Federal funding. Kernc would like permission to move forward with the submission/application under the American Recovery Plan. This item will be placed on the June 8, 2021, agenda for formal approval. MOTION

Old Business
Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated she has no reports however, Kernc stated the village park’s picnic table was vandalized. The rubber coating was cut off at one end and the table was bent. Kernc stated these picnic tables are only 2 years old and cost approximately $800.00. She added catch basin lids were removed in Country Meadows and she and her husband were able to place them back. Kernc added, Coal City had vandals which set fire to phone lines behind the Coal City pharmacy. Therefore, a smart message was sent out to the residents to have a watchful eye and report any suspicious activity to 911.

Public Works Department Updates
Acting Public Works Supervisor Jim Dunning stated the generator and the Huber have been fixed. The public works department is still working on the water issue in the alley behind Diamond Jacks. They are scheduled to continue work this week, weather permitting. The village is still waiting for the Diamond Estates Lift station pump which has not been delivered yet.
