A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers at 6:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Alderman Tieman absent; Mayor Kolowski present.
PUBLIC COMMENT
MINUTES
Mayor Kolowski presented the Committee Of A Whole Minutes of June 7, 2021. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.
INFORMAL COMMITTEE DISCUSSION
FINANCE COMMITTEE
Alderman Payton reviewed the following finance items on regular meeting agenda:
• Ax Church donation
o $1,000 toward a striping machine
• $500 donation to Aden Lamps Foundation
• Boiler and Machinery Insurance Renewal
o Cincinnati Insurance Co. through Dimond Bros. Ins.
o Values of $59-$120 million
o $119,000 premium
Justin Miller, Director of Finance reported on the close out of the Phase II Economic Development grants
PUBLIC SERVICES COMMITTEE
Alderman Waldorf reviewed the following public services items on regular meeting agenda:
• Motion to approve a quote from Ladzinski Cement Finishing Co. in the amount of $11,940.00 for curb and gutter, driveway, and inlet repair along Plum Street.
• Motion to receive and place on file the Illinois Department of Transportation Motor Fuel Tax Funds Compliance Review for period beginning January 1, 2018, and ending April 30, 2019
• Motion to award pavement marking maintenance to AC Pavement Striping Co. in the amount of $14,315.56.
Eric Carls, Director of Engineering and Zoning reported on a request from X-Ercise Science Gym asking for city participation for paving a strip of asphalt the city owns for approximately $17,000.
POLICE AND FIRE COMMITTEE
Alderman Buffo reported on discussions for the move and soft opening at the end of July for the new police station with a grand opening or open house later this summer.
Alderman Payton asked Police Chief Doug Bernabei to pass along the appreciation of the police department team for their response to abduction.
CLOSED SESSION
Mayor Kolowski asked for a motion to go into closed session to discuss purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property; meetings of a municipality operating as a municipal utility, power or natural gas agency to discuss contracts for the purchase, sale or delivery of electricity or natural gas and the results of load forecast studies and collective negotiating matters between public employers and their representatives. Alderman Waldorf made a motion to go into closed session. Alderman Buffo seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Tieman absent; motion carried.
Closed session began at 6:13 p.m. and ended 7:04 p.m.
Alderman Waldorf made a motion to re-open the meeting. Alderman Buffo seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Alderman Tieman absent; Mayor Kolowski present.
ADJOURNMENT
Alderman Buffo made a motion that the meeting be adjourned. Alderman Ballard seconded the motion and motion carried. Meeting adjourned 7:05 p.m.
