Village of Diamond Village Board met June 8

Here is the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioner’s present were Dean Johnson, Jeff Kasher and Dave Warner. Absent: Commissioners Adair. Face masks for non vaccinated attendees along with social distancing was required.

Approval of 05-25-2021 Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve the 05/25/2021 regular meeting minutes and place on file. Ayes: Warner, Johnson, Kernc; Abstain: Kasher; Motion Carried.

Approval of June 8, 2021, Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the June 8, 2021, bill list and place on file. All Ayes: Motion Carried.

Approval of the May 2021 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the May 2021 Treasurer’s Report and place on file. All Ayes: Motion Carried.

New Business

Stop Sign on N. Redmond Street between Hugh and Division St.-Resident Request Mayor Kernc welcomed resident Mr. Gilchrist to the meeting. Gilchrist stated the amount of traffic on Redmond going to Route 113 is heavy. He would like to see stop signs North and South bound on Redmond at Stellon St. making the intersection a 4 way stop. After discussion, MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Village Attorney John Gallo to proceed with an ordinance for approving of the installation of the 2 stop signs on Redmond St. at Stellon St. making the intersection a 4-way stop. All Ayes: Motion Carried.

Approve Ordinance #2021-08; Placement of Traffic Control Devices (stop signs at Will Road and Border St.)

Mayor Kernc stated this was approved at the May 25, 2021, meeting at which this ordinance was created and now needs formal approval. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve Ordinance #2021-08, Placement of Traffic Control Devices. All Ayes: Motion Carried.

Approval to Submit Application for the Diamond Watermain/Lift Station Project Mayor Kernc stated consensus was given at the May 25, 2021, meeting. Formal approval must be given. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to

60 S. Will Road-Down Spout Discharge Update

Mayor Kernc discussed the concrete trough which was installed for drainage between 58 & 60 S. Will Road which drains into the road. There is a concern when freezing temperatures occur and the water which is draining into the street freezes and could make it a hazard. The village will monitor and if there is an issue, require the owner to modify the drainage trough.

Premier Asphalt: Maintenance Service-Streets & Alley, Maintenance Building, Parks and Misc. Exp.

Mayor Kernc presented 4 proposals for asphalting 4 locations within the village. Premier Asphalt was utilized by Coal City and Whistle Stop, and both were happy with their work. Kernc stated there are 4 locations within the village that she would like to utilize their service. Each location would be charged appropriately to their departments. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to Approve Premier Asphalt’s proposal for the Walking Path along IL 133 in the amount of $5,181; 195 N Will Road in the amount of $5,895; McGinty St./Laura Lane Walking Path in the amount of $2,295 and 1750 E Division St. in the amount of $3,265. All Ayes: Motion Carried.

Discuss and Approve Diamond GIS Contract

Acting Public Works Supervisor Jim Dunning discussed the GIS program which is offered by RCAP. Their application is similar to the current GIS system the village is using through Dude Solutions. The RCAP system is less expensive, has the same functionality as Dude Solutions but with added services. The approximate savings is $3,000.00 a year. Dunning presented the information provided by RCAP. Commissioner Johnson discussed the program he works with. After further discussion, decision was made to have a 3 -way call with Commissioner Johnson, Dunning and the representative from RCAP to discuss the services and program. This item will be placed on the agenda for June 22, 2021.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc presented the Will County Sheriff’s report which there were no conerns. Kernc stated the Grundy County Sheriff’s department had to view the cameras for a burglary which took place in Morris. The cameras were able to get the car however, not the license plate number. Kernc stated she met with Braidwood to discuss their license plate reader cameras. Kernc is meeting with Flock Security next Wednesday along with members from surrounding communities to discuss the license plate reader cameras.

Public Works Department Updates

Acting Public Works Supervisor Jim Dunning stated the doors at the sewer plant are not functioning and need to be replaced. Non-potable pump has been installed. The have been experiencing alarm issues at the plant and D & I Electronics is scheduled to come Friday to fix. Due to the vandalism in the village park, he will be installing 2 lights in the pavilion.

Clerk Updates

Village Clerk Lori Holmes stated she reached out to the vendor of the picnic tables. There is a repair kit which can be purchased to fix the small areas of the picnic tables which were vandalized however, they recommend replacing the picnic tabletop on the table with the extensive damage.

Commissioner Kasher

Commissioner Kasher stated the skid steer is currently in Dwight and once prepped, it will be delivered to the village. Kasher inquired about the water leak issue in alley behind Diamond Jacks. Dunning stated they did hydro 2 additional b-boxes and did not find any leaks. The current water tested had no chlorine. Based on the findings, it is believed to be stormwater.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter closed session at 7:10 p.m. All Ayes: Motion Carried.
