Village of Ladd Village Board met May 25

The Ladd Village Board met in regular session in the Village Hall. President Frank Cattani called

Roll Call: Present – Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, Molly Thrasher and Mike Urbanowski (6)

In attendance – Attorney Pat Barry, Deputy Clerk Julie Koch, Chief, Bill Gaefcke, and Superintendent, Doug Englehaupt.

Margherio Motion – Thrasher Second to accept the May 11, 2021 meeting minutes as presented. Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Urbanowski Motion – Nelson Second to authorize payment of the bills in the amount of $113,046.23. Ayes: Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Abstain: Manning

Martin Motion – Manning Second to Accept Treasurer’s Report for April 2021.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0 Correspondence: A note of appreciation was read from The Schneider Family.

Public Comment:

#1 Molly Thrasher stated Didough’s Twisted Pretzel Company will be coming 2 times to the Farmer’s Market. She asked Englehaupt if 220 power was available at the Park. Englehaupt stated there is 220 available but the vendor will need to get their own adapter. Englehaupt stated it would work best if Thrasher has the vendor contact Englehaupt to go over each food vendors needs.

#2 Attorney, Julie Ajster stated she was obtained by a citizen of Ladd to publically relay information, in an interest of transparency and to help eliminate any issues in the future. Ajster reminded the board, and any elected officials that state statute 50 ILCS 105/3 prohibits elected officials from entering into a contract with the Village of Ladd. Attorney Ajster read the statute; no person holding any office, may in any manner financially interested directly in his own name or indirectly in the name of any other person, association, trust, or corporation, in any contract or the performance of any work in the making or letting of which such officer may be called upon to act or vote. Exceptions are: ownership interest must be less than 7 ½%. Contracts must be pretty low, open to bid with the lowest bid being that of the elected official. The threshold is $1,500.00. Any contract with an elected official over$1,500.00 would be void.

Superintendent’s Report: None

Police Chief: Gaefcke reported to Attorney Barry there are some zoning issues regarding Main Street. He spoke briefly with Attorney Barry. They will review the current ordinance for penalty provisions.

Inspector’s Report: None

Village Attorney: Regarding Margherio’s request for an economic development committee. Barry stated the council has the ability to create any kind of committee or commission. Mayor Cattani would appoint the members like all other committee appointments. Barry stated he will speak with Margherio regarding what he envisions and will put an ordinance together based on that discussion. Attorney Barry checked on wage rates for part-time Village employees and the trustees stated they agreed on $11.00/hour at the 5-11-2021 meeting.

Unfinished Business:

Net Metering Fees: Attorney Barry has reached out to the IMEA but no response was received at the time of the meeting.

Electric Rate Study: Attorney Barry stated he reached out to Verbal Blakey but has not heard back as of today. Parapet Walls – Village Hall: Englehaupt again told the board the condition of the bricks on the building. Englehaupt stated that perhaps a grant could be obtained and a loan to make this repair.

New Business:

Poppy Sales: Nelson Motion/Martin Second to allow the Ladd American Legion to sell poppies on May 29th in the Village of Ladd at Casey’s, North Central Bank and the Ladd Post Office.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Manning Motion/Nelson Second to accept the January 1, 2019 – April 30, 2020 Motor Fuel Tax Compliance Review #66.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

A discussion ensued regarding the American Rescue Plan Act of 2021. This funding is to help offset loss of tax revenues due to the pandemic. The first installment of $73,19.83 is expected in June 2021 and the 2nd half will be paid out next June 2022. All monies must be spent by 2024. A question was raised as to where the board would like to use it. This will enable the money to be put in the proper fund when it is received. The board will consider options and discuss again at the June 8, 2021 meeting.

Martin Motion/Manning Second to adjourn regular session and go into executive session at 6:59 pm. Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Nelson Motion/Thrasher Second to adjourn.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0
