City of La Salle City Council met July 26

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.
The meeting was called to order at 6:30 p.m.

APPROVAL OF MINUTES
Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Minutes of the Regular Meeting of the City Council held July 12, 2021. Each and every alderman has a copy.
Voice vote, all ayes. Motion carried.
PETITIONS
Moved by Alderman Demes and seconded by Alderman Reynolds to request from Ameren Illinois to break ground in the alley north of 1st St. between Hennepin and Tonti streets to repair underground electric and poles. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
Moved by Alderman Herndon and seconded by Alderman Crane to approve the request from Comcast to break ground at St. Vincent’s Avenue and North 30th Road across North 30th Road and along Canaan Drive to 599 Canaan Drive to install underground CATV coax cable between existing utility poles.
Voice vote, all ayes. Motion carried.
Alderman Reynolds began the discussion of the parking concerns that are continuing to happen around that area of all the city diamonds within the city. Frank Patelli, of 1024 9th Street, was called forward to express his concerns on his property. Mr. Patelli would like to make parking restricted in the city diamond south of his home. Mr. Patelli showed pictures and described how the drivers park their vehicles in a way which makes accessing his garage and diamond difficult. Mr. Patelli would like no parking for a spot by the brown garage or the buildings’ torn down. Mr. Patelli wanted to inform the council that there was once a “no parking” sign, but he removed it while doing some remodeling. He never replaced the sign.
Moved by Alderman Herndon and seconded by Alderman Reynolds to send the request from Frank Patelli of 1024 9th Street to make parking restricted in the city diamond south of his home to the Streets, Alley and Traffic Committee.
Voice vote, all ayes. Motion carried.
Moved by Alderman Reynolds to approve the request from Christie Pasieka of Starved Rock Rentals, LLC to utilize the city owned lot at 540 First Street for an outdoor artisan market from noon to 4p.m. on Saturday, Aug. 28th and Saturday, Sept. 24th. Mayor Grove wanted the council to discuss possible rental fees or proof of insurance for such a thing to happen. Economic Development Director Inman wanted to add some additional information for the council so they would be better able to vote on such a temporary lease agreement. The city already has her certificate of insurance as this would be the same insurance the city would be requesting for Mrs. Pasieka's mural project. Economic Development Director Inman continued by stating that Mrs. Pasieka is aware of the stipulations that will be part of this motion. She agreed that her two events can not conflict with any construction that may be ongoing on the city property. Attorney McPhedran wanted the council to know that this would be a one-time license. The motion will contain the following additions: This will be a temporary, two-day lease with provided proof of insurance, timeframe will be from 10 a.m. to 6 p.m., with the event running from noon to 4 p.m., one-time trial basis. The owner will provide power from their building. Moved by Alderman Herndon and seconded by Alderman Jeppson to accept and place on file Monthly Police Report for June 2021 showing total fees collected of $5,791.02. Voice vote, all ayes. Motion carried.
COMMUNICATIONS
Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place Illinois Department of Revenue report showing sales tax collected for April 2021 of $80,582.13,
Home Rule Sales Tax of $69,293.13, and Non-Home Rule Sales Tax of $29.69 for a total of $149,904.95.

STANDING COMMITTEES
Alderman Ptak informed the city council that the finance committee decided to table the request from Garrett Mecagni for a Redevelopment Incentive Program grant totaling $5,150 for premises located at 854 First Street.
Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and approve the request from the Finance Committee regarding a purchase of a Heavy Duty 4” Trailered Trash Pump.

COMMENTS
Mayor Grove wanted to acknowledge the Girl’s Junior League Softball Team took 2nd place at State. The Boy’s Junior League 13u will be going on to Sterling. Our Neighboring towns have Oglesby Little League advancing on, as well as Peru Minor 10u. Mayor Grove continued by mentioning how the pool has been very busy. He is very proud of the good things going on in and around LaSalle.
Alderman Herndon wanted to also acknowledge the Little League Volunteers with all they have been doing with the diamonds for all the tournaments.
Alderman Crane wanted to compliment the Water and Street Dept., Chief Janick and his team, Chief Smudzinski and his team, John Pohar and Sons for all their hard work that they all put in when the building unexpectedly came down on 1st St. Alderman Ptak wanted to point out that our City Building Inspector put barricades out about 3 weeks ago to warn of the danger.
Attorney McPhedran informed the council that the court documents state that the city was working to pursue this property very aggressively.
Mayor Grove informed the council that they will be updated once it goes through the courts.
Mr. McPhedran stated that the city’s process and all the departments that are working toward this are very consistent with the city’s general policy with clean up of the downtown area but throughout the city as well.
ORDINANCES/RESOLUTIONS
Moved by Aldermen Reynolds and Aldermen Demes to approve the ordinance authorizing lease of a small portion of municipal property at 540 First St. with all the legal signed documents to protect the city. Each and every alderman has a copy. Attorney McPhederan wanted to add that this motion is consistent with a motion passed a few weeks back from the request of Mrs. Paseika.
