City of Oglesby City Council Met June 21.

A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, JUNE 21, 2021 AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.
PRESENT: COMMISSIONERS ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY BARRY AND CITY CLERK EITUTIS
A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to approve the regular meeting minutes from June 7, 2021. AYES: ARGUBRIGHT. CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve bills as presented for payment. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. TOTALS : $485,168.67
A MOTION WAS MADE BY CURRAN , SECONDED BY ARGUBRIGHT to enter into a closed session to discuss 5ILCS120/2(c)(2) “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” And 5ILCS 120/2 (c)(6) – The setting of a price for sale or lease of property owned by the public body. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to table the Ordinance establishing the salary and benefits of the City Clerk. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Lijewski states she would like to see verbiage added to the Ordinance that mentions the additional duties of Economic Developer.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CULLINAN to approve 1168-062121 providing for additional compensation for Oglesby employees assuming the role of event planners AYES: ARGUBRIGHT, CULLINAN, RIVARA. NAYS: LIJEWSKI ABSTAIN: CURRAN
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CULLINAN to approve Ordinance 1169-062121 for non-union employee wages. AYES: ARGUBRIGHT, CULLINAN, RIVARA. NAYS: LIJEWSKI ABSTAIN: CURRAN
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve 061721R a resolution authorizing permanent transfer among City funds. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Lijewski states the Council has not seen the current audit and does not know what is being transferred. Attorney Barry states he believes the transfers are to complete the end of fiscal year April 2021. Commissioner Argubright gives an explanation of what the transfers would assumably be for. Commissioner Curran questions the numbers and the appropriation numbers. Commissioner Curran finds some of the numbers strange and discusses the surplus figures. Curran discusses the future plans of the waste water plant. Commissioner Argubright believes that the general fund is a more flexible account in regards to making transfers. Attorney Barry reads an e-mail from auditor Joel Hopkins to give more clarification. Commissioner Lijewski states that she would to see a check-up done.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve recommendations from the Zoning Board for variance by Ameren Illinois for the pole yard located at 500 West Second Street, Oglesby, Illinois. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve ordinance 1170-062121 to approve recommendations from the Plan Commission for street vacation request for Kevin and Phyllis Marzetta. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Curran said it was discussed at an earlier meeting but had to have a special meeting, Attorney Barry states that is true and that an ordinance has to be adopted as well.
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY ARGUBRIGHT to approve the raffle license for Cops 4 Cancer. AYES; ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
Mayor Rivara brings up the matter of Mr. Pavinato’s interest in purchasing the Reizner Building. Mayor Rivara gives some of the scenarios. Commissioner Curran reminds that the City has received a grant to demolish the building. The demolition cannot be done until the Fall due to the bat infestation. There is also the matter of asbestos that has to be removed as well. Commissioner Lijewski suggests reaching out to Mr. Pavinato to see what his interests are in the building. Mayor Rivara states he will reach out to Mr. Pavinatio and report back to the council.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to table the request from Elizabeth Mettille to vacate the alley running North & South behind 334 Elm Street. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. A discussion is held in regards to vacating the alley running North and South behind 334 Elm Street. Commissioner Curran states he reached out to Engineer Jim Clinard and the concern is that there is believed to be a water transient line and that the City would need to maintain easement rights to the property. TEST has indicated they will look into that matter. Commissioner Lijewski states she is ok with granting it as long as the City maintains an easement. Attorney Barry questions Jim Clinard if the property has been looked at. There is question if the GIS is accurate. Commissioner Curran suggests getting a locate done and the Council suggests table the matter.

Argubright: congrats the Events Committee and city employees for a great job for Summer Fun Fest 2021.
Lijewski: states there was very little trouble for the emergency departments. Assistant Chief Mike Margis graduated from Northwestern School of Staff and Command. Commissioner Lijewski offers her congratulations. The Fire Department received a grant from the Office of the State of Fire Marshall in the amount of $22,000.00.
Curran: thanks everyone who completed their survey for the Community Development Block Grant. Commissioner Curran expresses his frustration as to how the State is running the CBD qualifications and proceeds to give reasons why. Commissioner Curran is hopeful changes will be made in the future. Commissioner Curran explains there are several street projects that are happening throughout town in part to Motor Fuel Tax funding. Commissioner Curran thanks those involved in making Summer Fun Fest successful.
Cullinan: thanks all the departments for their participation in making Summer Fun Fest success.
Mayor’s report: thanks all the departments for their participation in making Summer Fun Fest success. Reminds that the first council meeting in July will be on Tuesday July 6, 2021 due to the Independence holiday. Announces that Mr. Saunders has passed away and that his daughter has expressed interest in selling the building. The City had the building inspected and reports that it is in bad shape and that it would cost the City at least $60,000.00 to tear it down. Mayor Rivara would like to encourage someone to take over the building and rehab it.
