City of Lasalle City Council met Aug. 23.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

Moment of Silence

Mayor Grove asked for a moment of silence for Former Lasalle Mayor Paul Murphy’s wife, Josephine, who passed away this past week.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Minutes of the Regular Meeting of the City Council held August 9, 2021. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request from Ameren Illinois to break ground at

● Second and Gooding Streets to repair bad underground electric.

● 11 and 13 Lauren Place to repair below grade gas leaks.

● 1619 LaHarpe Street, 455 Oak Road, 411 Garfield Avenue, 1413 Illinois Avenue, 700 Lincoln Avenue, 1222 Linden Avenue and 1601 Creve Coeur Street to repair below grade gas leaks.

Each and every aldermen has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Herndon to approve the request from 2021 Raffle License from LPHS Booster Club.

Moved by Alderman Demes and seconded by Alderman Reynolds to approve the request Eric Picton, on behalf of Boy Scout Troop 3703 for a Tag Day application to sell popcorn door-to-door and at LaSalle Businesses from August 26, 2021 to October 22, 2021.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Crane to approve the request to JJ Raffleson for a “No Outlet” sign on Gunia Drive.

Moved by Alderman Reynolds and seconded by Alderman Demes to approve the request from Christie Pasieka of Starved Rock Rentals, LLC to utilize the city-owned parking lot east of 552 First Street for an outdoor artisan market from noon to 4p.m. on Saturday, August 28 and Saturday, September 24.

Voice vote, all ayes. Motion carried.

REPORTS OF CITY OFFICERS

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and place on file Treasurer’s Report for July 2021 showing total cash balances in LaSalle State Bank of $13,244,317.89 and in Hometown National Bank of $4,866,229.41

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and Seconded Reynolds to accept and place on file the Monthly Police Income Report for July 2021 showing total fees collected of $3,984.59. Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and place on file Illinois Department of Revenue report showing sales tax collected for May 2021 of $86,816.97 and Home Rule Sales Tax of $76,052.21 for a total of $162,869.18.

Voice vote, all ayes. Motion carried.

BIDS

Moved by Alderman Reynolds and seconded by Alderman Demes to approve the potential action regarding the bid award for the sale of 138 Sterling Street.

Each and every alderman has a copy.

Alderman Demes asked if the ordinance could state that the project will be completed within 90- 100 days. Attorney McPhedran stated how the contractor will be subject to a contract and will be in agreement for project completion of no more than 120 days.

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept the recommendation of the Finance Committee regarding a request from LP Football Mom’s Club for a $250 monetary donation to use towards meals.

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept and approve the recommendation from the Finance Committee regarding a request for Garrett Mecagni for a Redevelopment Incentive Program grant totaling $3,700 for premises located at 854 First Street.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and approve the recommendation from the Finance Committee to approve the purchase of a John Deere 524P Wheel Loader for $123,000 from Martin Equipment. Alderman Lavieri stated that the Committee spoke with Supt. Watson and Finance Director Duncan in regards to this purchase being in the budget. Supt. Watson withrdrew a dumptruck that was already budgeted into the appropriations and substituted out for this that the city does need.

Moved by Alderman Bacidore to accept the recommendation from the Streets, Alleys, Traffic Committee regarding removing the handicapped parking space at 851 First Street. No action for a lack of a second.

OLD BUSINESS

Moved by Alderman Demes and seconded by Alderman Reynolds to ratify a straw vote regarding appointing Finance Director John Duncan and Fire Chief Jerry Janick to the Emergency Telephone System board (ETSB).

Notice of public meeting was formally read for proposed second amendment to the LaSalle Community Partnership TIF District. The notice will also be posted in the City Hall Lobby.

Moved by Alderman Reynolds and seconded by Alderman Demes to authorize and pay Estimate #6 to Trotter General Contracting totaling $7,296.30 for work completed to date on the 2021 9th Street Pump Station upgrade project.

Alderman Bacidore wanted to discuss the burn pile and leaf drop off area. Mr. Bacidore stated that the current hours of 7 a.m. to 3 p.m. during the week is not allowing anyone who works to be able to use the yard waste pile. He is questioning why cameras have not been put up yet to allow for less restricted times for others to drop.

Mayor discussed how the city will continue to restrict the times for the burn pile because the city does not currently have the proper cameras out there. The restricted hours have to happen for the time being because the burn pile is getting abused and not used for just leaf pile drop-offs.

The city will need power out there to continue installation. Mr. Bacidore stated that solar trail cameras would work out there. Mr. Duncan wanted to clarify with Mr. Bacidore that trail cameras are motion sensored and they do not record without wifi capabilities. Trail cameras only get what is happening within the moment. These sort of cameras would not work because you would catch the vehicles coming in and out at the time, but not what they dumped. In order to get the right answer for the problem, the city will need WiFi, a line of sight, or electricity. Electricity is not an option right now.

Mr. Bacidore continued to state how the trail cameras would work out there because the City would only need to catch four or five non-residents and hit them with fines. He believes that this could put an end to it quickly. Alderman Crane agrees that this is a problem and the area does need to be opened up again for the weekend to allow for those who work to dump if they need to.

Mayor Grove wanted to remind the council that no other community has such an area for their residents. It is a privilege for our taxpayers of LaSalle. Mayor Grove stated that the City will be getting the cameras out there very soon, they just want to do it right.

This topic will be added to the agenda for the next meeting. Action can be taken if any fines would like to be set.

Mayor Grove wanted to also reiterate that the EPA could shut this area down, especially if the City keeps making more and more of an issue of it. The City is trying to do the right thing for the residents of laSalle.

Attorney McPhedran stated that he can leave the fines blank and the amounts can be filled in at the next meeting.

NEW BUSINESS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve the request to hire a candidate for the position of Patrolmen from the Patrolman Eligibility list per the recommendation of the Police and Fire Commissioners for the City of LaSalle.

COMMENTS

Alderman Herndon wanted to recognize Ismet Purelku, owner of 4th Star Restaurant, who recently passed away. He was always willing to donate to any and every local event. He will be greatly missed.

APPROVAL OF BILLS

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept, pay, and place on file bills for August 9, 2021 with Total Submitted: $1,306,481.12 (Total Payroll $173,018.98, Bills to be paid $257,440.68, Total Bills Paid $876,021.46).
