City of Peru City Council met Aug. 16.

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, August 16, 2021, at 7:00 p.m. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Sapienza, Lukosus and Buffo present; Alderman Waldorf absent; Alderman Payton arrived at 7:08 p.m. Mayor Kolowski present.
All joined in the Pledge of Allegiance to the Flag of the United States of America. PUBLIC COMMENT
PRESENTATION
La Salle Catholic War Veterans Post 1229, Second Vice Commander Phil Valle presented $1,000 to the Peru Police Department to buy new ballistic vests for two officers. Mr. Valle stated the post plans to make similar donations to other departments in the area and thanked Peru Police Chief Doug Bernabei for his department’s service. Mr. Valle, on behalf of the LaSalle CWV wish to extend our thanks and appreciation to your department chief, for the efforts that your officers make to keep your community safe. Police Chief Doug Bernabei accepted the donation on behalf of the police department and said the money will be put towards its intended use. Chief Bernabei stated that when they contacted us, and I know they are doing this for some of the other local police departments, this will actually pay to get some of our ballistic vests covered on reimbursement through the federal government. Chief Bernabei stated the city applies for grants to help cover some of the costs of the necessary equipment but the reimbursement covers a percentage of the cost with the rest falling back on the city. Chief Bernabei state the donation will give two police officers new ballistic vests. (The Peru Police Department provides its officers a new vest every five years through their career. After five years of service, the officers receive a new vest to ensure it meets the required safety standards). Chief Bernabei stated an officer might wear five or six of them throughout their career so this is very appreciative, and this will go toward the purchase of those vests. Mayor Kolowski thanked Mr. Valle for all he and his organization has done in the past and continues to do for the city of Peru and surrounding communities. Mayor Kolowski stated your energy, from planting flags to every time there’s a 21-gun salute and everything your group does, it’s appreciated. Mayor Kolowski stated this just shows it even more how much we appreciate everything you guys are doing for us. Hopefully we can help you guys out once in a while also. City officials also thanked the veteran’s organization.

Mayor Kolowski presented the Regular Meeting Minutes of August 2, 2021; Treasurer’s Report for July 2021, Sales, Home Rule, Use and Telecommunication Tax Receipts for May 2021 and Peru Volunteer Ambulance Service Inc. Activity Summary for July 2021. Alderman Buffo made a motion the minutes and reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

PUBLIC SERVICES COMMITTEE
Alderman Ballard made a motion to award bid for the Area 5 Phase 1 Sewer Separation Project to the lowest responsible bidder, Superior Excavating in the amount of $2,196,041.50. Alderman Lukosus seconded the motion. Eric Carls, Director of Zoning and Engineering reported half of the work will begin this year and half next spring. Pulaski and monks. Mr. Carls reported there were six bidders, ranging from $1.9-$2.4 million. Mayor Kolowski requested that notice be sent to the residents notifying the upcoming work-along with social media. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, Lukosus and Buffo voting aye; Alderman Waldorf absent; motion carried.
Alderman Lukosus made a motion to approve quote from DBT Transportation Services, LLC for $55,634 to relocate Automated Weather Observing System (AWOS) at Illinois Valley Regional Airport. Alderman Ballard seconded the motion. Corporate Counsel presented the minutes of public hearing on petition of Jim Brady, Sr. for property located at 3 Pointe Blvd, Peru, Illinois. Alderman Payton reported on a commendation request for the electric and public works department for their storm clean up and power lines.
PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a communication from Jake Sale requesting permission to hold a high school baseball showcase at Veteran’s Park on Sunday, September 26, 2021. Alderman Buffo made a motion the communication be received, placed on file and permission granted. Alderman Tieman seconded the motion; motion carried.
MAYOR’S NOTES
Mayor Kolowski initiated a discussion regarding the Taste of the Illinois Valley event August 5th through 8th and asked Adam Thorson, Director of Parks, Recreation and Special Events to provide an update.
Mr. Thorson thanked and named the volunteers and taste committee members and stated the winner of the 50/50 received $4,580.00.
Alderman Sapienza complimented Mr. Thorson for his efforts.
Police Chief Doug Bernabei the event was good from a police standpoint.
Mayor Kolowski thanked Mr. Thorson, the public and beer garden sponsors.
Mayor Kolowski stated all had a lot of fun.
Mr. Thorson thanked Seth Brannon for his efforts coordinating the summer camps and managing the splash pad. Mr. Thorson stated there were 30 camps in all.
Human Resource Director Kim Reese reported on the upcoming Health and Wellness Golf Outing on Saturday, September 11th with proceeds going to Cops 4 Cancer. Ms. Reese stated the committee is looking for sponsors and groups of golfers. Ms. Reese stated the cost is $75.00 per person to participate.
Peru C.S.O. member Chris Perra reported on the C.S.O. picnic. Mr. Perra noted the food, band and car show was a huge success.
Eric Carls, Director of Engineering and Zoning reported the Peoria Street and Plank Road projects are on track for a mid-to-late fall opening.

Mayor Kolowski asked for a motion to go into closed session to discuss purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property; Alderman Lukosus made a motion to go into closed session. Closed session began at 7:40 p.m. and ended 7:50 p.m.
