Village of Diamond Village Board met Aug. 24.

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioner’s present were Dean Johnson, Jeff Kasher and Dave Warner. Absent-Mark Adair. Face masks along with social distancing was required.
Approval of 08-10-2021 Minutes
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the 08/10/2021 minutes and place on file. All Ayes: Motion Carried.
Approval of August 24, 2021, Bill List
MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the August 24, 2021, bill list and place on file. All Ayes: Motion Carried.

New Business
Approve Proclamation; Knights of Columbus Tootsie Roll Drive September 10-12, 2021 MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to Approve Proclamation, Knights of Columbus Tootsie Roll Drive September 10-12, 2021. All Ayes: Motion Carried.
Approve Test, Inc. Change of Operator
Mayor Kernc stated this is required by the IEPA to change the operator to Clarence Foster. All other information remains the same. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Test, Inc. Change of Operator. All Ayes: Motion Carried.
Approve Eagle Scout Project Request for additional funds
Mayor Kernc stated the board previously approved $212.50 towards the project. However, the cost of materials has increased, therefore he is seeking additional funds for the $1,100.00 project. After discussion, the board agreed to contribute an additional $500.00 towards the Eagle Scout Project, making the total contribution $712.50 from the Village. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve $500.00 additional contribution for the Eagle Scout Project. All Ayes: Motion Carried.
Approve Shaw Media for Community Page in the amount of $650.00
Mayor Kernc stated the village has placed a community page in the booklet in prior years and would like to do so for the upcoming addition. Kernc presented the booklet and the Diamond Community page to the board. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve Shaw Media for the Community page in the amount of $650.00. All Ayes: Motion Carried.
Approve Country Meadows Snow Removal Agreement for 2021-22
Mayor Kernc stated this was discussed with Commissioner Kasher and he agreed not to increase the cost for plowing. The current rate covers the cost. MOTION was made Commissioner Kasher, SECOND by Commissioner Warner to approve Country Meadows Snow Removal Agreement for 2021-22 with no changes. All Ayes: Motion Carried.
Mayor Kernc stated there is nothing to approve at this time however, she would like to discuss the utilization of a portion of the recovery funds. Kernc stated, the village is scheduled to receive 2 payments of $133,000.00. After the initial payment, the 2nd installment is to be received after 12 months. The utilization of the funds must be adhered to by state regulations. Kernc stated she would like to use a portion for the installation of new water main in the School St/Perona Court section of town. She also discussed to possibly utilize a portion or general funds towards working capital for the Kankakee River Valley Alliance for the intake valve etc. Commissioner Kasher stated if the other communities which are involved in the alliance would contribute their fair share, he would not have a problem with the village doing so as well.
Old Business
Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated she did not have any reports to present however, she asked Village Clerk Lori Holmes to share an incident which occurred at the village park. Holmes discussed an issue with an individual at the park where Grundy County Sheriff needed to be contacted. The individual was removed from the village’s property by the Sheriff’s department.

Engineer Updates
Village Engineer Mike Perry stated a public hearing regarding both the project Summary and Preliminary Environmental Impacts Determination for IEPA Loan Project was held this evening at 5:30 p.m. No one from the public was in attendance.
Public Works Department Updates
Acting Public Works Supervisor Jim Dunning stated Flygt Cloud Scada system representative will be holding a presentation on Monday at 10 a.m. at the village hall regarding the system which can be installed at the lift stations. Commissioner Warner and Johnson stated they will be in attendance for the presentation. Dunning stated he met with D & I Electronics regarding the installation of a camera in the Huber room at the WWTP. They are sealed units. Commissioner Warner stated he would like those installed. Dunning obtained the cost for the sealant to be used at the plant. Discussion of sealant and application process as well as scaffolding etc. to use. After discussion, the purchase of the water-based sealant was agreed upon. Dunning stated the infield sand was installed at the ball field. The tiling project at the field is projected to take place in the next couple weeks. Dunning then discussed the excellent job which the permanent parttime public works employee is doing. Dunning has recommended changing the status of Larry to a fulltime status. Mayor Kernc stated Larry is doing an exceptional job. After further discussion, decision was made to change Larry from parttime to fulltime employee status. Consensus was given to change the status of Larry Grachan on August 30, 2021 to fulltime status.
Clerk Updates
Village Clerk Lori Holmes stated Linda from the Village of Coal City asked if the village would like to participate in the fall garage sale days, which we have excepted. The dates for the fall garage sale days will be September 24 & 25.
Commissioner Johnson
Commissioner Johnson stated a business owner in Diamond was inquiring how they can find out information regarding grants for businesses for those hit by the COVID-19 pandemic. Village Clerk Lori Holmes stated she has sent out emails to those businesses which she had email addresses for as well as placing information on the village’s website.
Commissioner Kasher
Commissioner Kasher noticed the village gator needs to have a safety vehicle emblem installed on it. It will be purchased and installed.
