City of LaSalle City Council Finance Committee met Sept. 7.

Here are the minutes provided by the committee:

ROLL CALL 

Present: Chairman Ptak, Aldermen Demes, Lavieri, Jeppson 

Excused Absence: Alderman Herndon 

Others Present: Deputy Clerk Brent Bader, Finance Director John Duncan, Fire Chief  Jerry Janick, Economic Development Director Leah Inman, Alderman Bacidore,  Alderman Reynolds 

A quorum was present. 

Moved by Alderman Demes and seconded by Alderman Lavieri to approve and place on  file the minutes of the Finance Committee for August 23, 2021.  

Each and every alderman has a copy. 

Voice vote, all ayes. Motion carried. 

No Review of Bills. 

Chairman Ptak and Alderman Jeppson both noticed that each application with two  different estimates were done in the same handwriting. The council is requesting Mr.  Curtin to come back with some more formal bids.  

Moved by Alderman Demes and seconded by Alderman Jeppson to deny the request  from Gary Curtin for a Redevelopment Incentive Program grant totaling $900 for  premises located at 137-143 Gooding Street.

NAY: None 

Absent: Alderman Herndon 

MOTION CARRIED: 4-0 

Moved by Alderman Demes and seconded by Alderman Lavieri to approve the request  from Garrett Mecagni for a Redevelopment Incentive Program grant totaling $2,025 for  premises located at 854 First St. 

Voice vote, all ayes. Motion carried. 

Chief Janick wanted to make a correction to the original bid for the generator that was  needed for the fire department. There would actually be $4,000 savings. The original  price in appropriations, however, was quite a bit lower because the numbers were from  last year. The generator was bidded at $59,905 from JB Contracting.  

Alderman Crane asked to look into possibly getting a discount for a purchase of two  generators since the Water Treatment plant will also be looking into purchasing one. 

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve and accept  the bid from JB contracting for the purchase of a replacement for an emergency  generator at the City’s Fire Station.

MOTION CARRIED: 4-0 

Moved by Alderman Demes and seconded by Alderman Jeppson to approve and  authorize the purchase of a heavy-duty sectional snow pusher and quick mount for the  City’s John Deere 524P Wheel Loader.

MOTION CARRIED: 4-0 

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve the holding  of a City vehicle and small equipment sealed bid sale. 

Voice vote, all ayes. Motion carried. 

Mr. Duncan spoke in regards to the Financial Audit Report. The report is a recap of the  prior fiscal year. The City’s Auditor was Monica and has done this for multiple years for  the city, but the city’s audit was her only municipal account. This was the first year for  the Audit to be done by Hopkins and Assoc., out of the Hennepin/Granville area. Their  firm does approx. 50-60 municipal clients in central Illinois. 

Mr. Duncan asked the council to turn to page 52 to where the general fund is located.  This is the fund that has been in the red for some time. The city has paid a lot of  attention in the past to this general fund. The Police, Fire, Street, along with other City  Departments all live in this general fund. Total sales tax is about the same as the prior  fiscal year. Attorney McPhedran wanted to point out that this Audit did reflect April  2020-April 2021, which would be the worst part of the COVID.  

The audit overall is pretty healthy. Grant revenue is pretty significant from the Carus  Fund. Expenses on page 58 were accurate. The deficit has been reduced down to 1.4  million. There was an impact to the general fund in a positive direction. This should  help our bond rating.  

Digital copies will be available to the public.  

This does have to get uploaded to the state also.  

There were no more questions or comments from the public.  

Chairman Ptak adjourned the meeting at 6:24 p.m.
