City of Ottawa City Council met Sept. 21.

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 7, 2021, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 17, 2021, in the amount of $441,576.03, be approved and warrants issued. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of September 21, 2021, showing expenses in the amount of $1,583,567.54, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of August 2021, be received and placed on file. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engagement letter with Brian Zabel & Associates P.C. for the fiscal year 21 audit, which has been on file for public inspection since September 7, 2021, be adopted. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple NCAT vendors, which has been on file for public inspection since September 7, 2021, be adopted. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution

Moved by Commissioner Eichelkraut a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Sangamon Mass Transit District, regarding NCAT vehicles, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Change Order #1.

Moved by Commissioner Eichelkraut that Change Order #1 from Gensini Excavating in the amount of $91,455.50 for additional pavement removal and replacement work at the NCAT facility site, be accepted and paid for from grant funds and the NCAT local match fund.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Proposal.

Moved by Commissioner Rodriguez that the Proposal received from Halm Electrical Contracting Inc. in an amount not to exceed $24,000.00 to inspect traffic signal masts and mast arms be accepted and paid for from the General Corporate Fund. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez announced that Eastside Park improvements are still a big hit but Riordan Pool needs around $550K of repairs to the pool and building. New construction for a completely new facility would be around $4.1M.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a proposal between the City of Ottawa and Chicago Communications, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Illinois Department of Healthcare and Family Services, regarding ambulance rates, which has been on file for public inspection since September 7, 2021, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and Bill Walsh Automotive Group, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing acceptance and execution of a proposal from Lexipol, regarding law enforcement policies, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request to purchase a 2019 Chevrolet Equinox in the amount of $16,816.60 from Bill Walsh for the Ottawa Police Department, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 62, Section 62-231 through 62-236 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding noise, which has been on file for public inspection since September 7, 2021, be passed and approved.

Second by Ganiere.

Commissioners Eichelkraut and Ganiere both commented on receiving noise calls from Ottawa residents.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Dennis Leamy and Julie Ann Leamy and located at 1988 N. 29th Road, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement between the City of Ottawa and Michael and Kelly Marmion which permits improvements on a City utility easement, which has been on file for public inspection since September 7, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Gloria Lontoc, for property located at 412 W. Washington Street, which has been on file for public inspection since September 7, 2021, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Zachary Michaels, for property located at 1845 LaSalle Street, which has been on file for public inspection since September 7, 2021, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing a settlement agreement between the City of Ottawa, the Police Benevolent Labor Committee, and Wesley Pender, which has been on file for public inspection since September 7, 2021, be adopted. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution approving and authorizing the execution of an employment agreement for an appointed City Official in Alaina Rivers as Deputy City Clerk and Accounting Manager, which has been on file for public inspection since September 7, 2021, be adopted.

Second by Rodriguez.

Ayes: Ganiere, Rodriguez, and Mayor Aussem.

Nays: Eichelkraut and Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a contract between the City of Ottawa and Medcom Benefit Solutions, for 2021 ACA employer reporting, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem. Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
