The Ladd Village Board met in regular session in the Village Hall. President Frank Cattani called the meeting to order at 6:30 pm and led the pledge of allegiance to the American flag.
Roll Call: Present: Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, and Molly Thrasher. (5) Trustees Absent: Mike Urbanowski
In attendance: Attorneys Pat Barry & Colin Barry, Clerk Bezely, Deputy Clerk Julie Koch, Engineer Adam Ossola, and Police Chief Bill Gaefcke
Nelson Motion – Martin Second to accept the June 22, 2021 meeting minutes as presented. Ayes: Manning, Margherio, Martin, Nelson, Thrasher - Motion carried 5-0
Manning Motion – Margherio Second to accept the June 23, 2021, Police Committee meeting minutes as presented. Ayes: Manning, Margherio, Martin, Nelson, Thrasher - Motion carried 5-0
Nelson Motion – Thrasher Second to authorize payment of the bills in the amount of $37,630.87 Ayes: Manning, Margherio, Martin, Nelson, Thrasher - Motion carried 5-0
Correspondence: A letter was received from Amy Urbanoski requesting support in changing the name of Negro Creek to Adams Creek. All trustees received this letter. A letter was received via email from the Miami Tribe of Oklahoma and read to the council. Adam Ossola stated this may be related to the environmental reviews that were done before the water main project.
Public Comment: None
Committee Reports: Trustee Margherio reported that Joe Brandner is unable to paint the pickleball court. Brandner expressed interest in the future to help out if we need youth football or soccer fields painted. Superintendent Englehaupt will be asked to reach out to the company that painted the tennis courts.
Engineer’s Report: MFT Project: Ossola reported an update on the MFT project. They swept the streets yesterday for the chip seal project and they will come in next week and do the seal coat work depending on the weather. Water Main Project: Ossola gave an update on the EPA loan for the water main replacement. The day after our last meeting Ossola reported getting an email stating that we did get funding for the EPA loan. They have not officially listed all the projects that are going to be funded. We still have a chance at a forgiveness loan also. We will wait to hear our status. The resolution signed 6-22-2021 was destroyed by NCICG upon hearing the news that we qualified for an EPA loan.

Police Chief: Gaefcke told the board that he tried a different format for reporting. He provided the board with the 2nd quarter summary. Gaefcke feels this type of report is better understood. The police committee was provided a detailed metric of police business. Margherio requested that names be redacted on the full metric reports in the future. Speed Reduction: Gaefcke provided the board with quotes from radar signs to help in speed reduction. The board was very interested in the signs if a grant could be obtained to help with the cost. Gaefcke will look into a possible grant. A discussion ensued regarding a recent Facebook post on the Ladd, IL Yesterday, Today, and Tomorrow page. The trustees agree that speeders on East Cleveland and other streets in town are an issue. Discussion about temporary speed bumps, speed reduction signs, issuing tickets continued. Police Garage Doors: Gaefcke presented the board with a quote and information on replacing the doors at the police garage. Both insulated and uninsulated pricing was listed. The quote from Overhead Door includes filling of the gaps be filled, (2) garage door openers, and (2) insulated doors.
Manning Motion – Nelson Second to accept the quote for Insulated Garage Doors with (2) openers and construction to fill gaps in the door frame from Overhead Door in Peru for $5,595.00

Weekend Shift Differential: Gaefcke informed the board that the police department could use additional employees. In the past, we’ve sent people to the academy. Since the state is no longer reimbursing departments for training thru the academy we are looking at hiring officers from other agencies that have been pre-trained. Gaefcke stated that during the Police Committee meeting a discussion of offering a shift differential for weekend hours may help Ladd have an advantage in covering these shifts. Gaefcke stated that he is working every other Friday night and then the next week he works Saturday night. The board asked Gaefcke why he isn’t working them all until coverage is obtained. Gaefcke stated that he is next month. The board was told that all of our part-time officers are working weekends at their full-time jobs. The Police Committee feels the shift differential would help officers to sign up for these weekend hours. Gaefcke was told by the board that the part-time officer must stay until the bars close. If they are unable to do the entire shift they will not be allowed to sign up. Gaefcke will allow all part-time employees to sign up first for the weekend slots. He will fill his name in after the part-timers.
Nelson Motion – Martin Second to pay $4.00/hour shift differential to any part-time police officer who works beginning at 8 pm until ½ hour after the bar closing time on Friday, Saturday, and Sunday nights effective August 1, 2021. Ayes: Manning, Margherio, Martin, Nelson, Thrasher – Motion carried 5-0
Chief Compliment: Margherio complimented Gaefcke on his professionalism at an incident at a local restaurant this past weekend.
Inspector’s Report: None
Village Attorney: Non-Union Wage Ordinance: Barry presented the Non-Union Wage ordinance to the board for Deputy Clerk and Police Chief. Barry explained the ordinance in detail. If the police chief and deputy clerk are required to work on a holiday they will be paid double-time. This only applies to these 2 positions. Part-time officers working on a holiday will be paid time and a half.
Manning Motion – Thrasher Second to Pass the Ordinance Establishing Wage Rates for certain employees of the Village of Ladd, Bureau County including the Deputy Clerk and the Police Chief
Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Cattani – Motion carried 6-0
FY 22 Appropriation Ordinance: Attorney Barry explained the appropriations to new trustee Thrasher in detail. He then informed the trustees of all changes from FY 21. Questions were asked and all parties were satisfied with the ordinance. Martin Motion – Nelson Second to Pass the FY 22 Appropriations Ordinance

Unfinished Business: Fall Protection War Memorial Park: Andy Ruggerio was called on 6-23-2021 and asked to obtain his quote for completion of the fall protection in the next 2 weeks. No quote was provided to Bezely. It was decided to get this project completed.
Manning Motion – Thrasher Second to accept a bid from D&M Landscaping to complete the fall protection in War Memorial Park for $8,944.69.

New Business: 2017 Police Car: A&B Garage provided a quote for 2 types of tires. It was decided to purchase the tires that are rated for the police car.
Thrasher Motion – Manning Second to accept the quote for $902.68 for 2 Firestone tires for the 2017 Police car Ayes: Manning, Margherio, Martin, Nelson, Thrasher – Motion carried 5-0
War Memorial Park Donation Sign: The design of a 2x3 aluminum sign was presented to the board. It will hang on the tennis court fence in portrait orientation to acknowledge all donations to park equipment.
Nelson Motion – Martin Second to move forward with Dick Ajster of Ajster Signs to complete the sign with artwork for War Memorial Park equipment donations.

No action was taken on agenda item Hydaker – Wheatlake to make electric distribution upgrades in Englehaupt’s absence.
File Server: A quote to renew the server (located in the clerk’s office) warranty which expires 7-26-2021 was provided and it was decided no action would be taken at this time.
Announcement: Military Leave: Gaefcke asked if any decision was made on military leave pay. Gaefcke stated he will be gone from July 25, 2021, until August 6, 2021, and also September 30, 2021, until October but is not sure of the finish date. Attorney Barry will research this information and report back to the council next meeting on July 27, 2021. Gaefcke requested a flat 15 days of military leave time be paid out in a calendar year. This would alleviate determining whether orders are mandatory or voluntary. The board felt that the Attorney should investigate military leave payment laws/statutes and report back.
Food Truck: Bezely told Trustee Thrasher that the owners of the Cancun, the Ceballos’, own a taco truck. They were at Hennepin’s 4th of July and were told they were excellent.
Blood Drive: Bezely mentioned the Red Cross Blood drive is scheduled for August 20, 2021, from 1-6 pm at the Ladd Community Center. She urged anyone able to donate blood to please sign up.
Mobile Food Truck: Martin informed the board that there will be a mobile food pantry in DePue on August 21, 2021. Free vaccines will be available for anyone needing the COVID-19 vaccine. Martin stated that 107 people from Ladd came to the Food Pantry in June.
Christmas Walk: December 11, 2021, is the date of the Christmas Walk for 2021. Bezely asked if the Village would be willing to take on the management and organization of the Craft & Vendor Show. The board was in agreement. This will provide an insurance certificate that the school requires for use of the school. The fee to use the school will be waived.
Manning Motion – Nelson Second to go into executive session 5ILCS 120/2 (c) 11 Meetings to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees at 8:15 pm. Ayes: Manning, Margherio, Martin, Nelson, Thrasher – Motion carried 5-0
