City of LaSalle City Council met Sept. 20.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Minutes of the Regular Meeting of the City Council held September 7, 2021. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept and allow Alderman Crane to participate remotely.

PETITIONS

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request from Ameren Illinois to break ground at 430 Fifth, 328 Sixth, 1024 Seventh, 107 Seventh, 432 Eight, 240 Ninth, 217 11th Streets to repair class three gas leaks.

Each and every aldermen has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Demes to approve the request for 2021 Raffle License from Trinity Catholic Academy. Each and every aldermen has a copy.

Voice vote, all ayes. Motion carried.

REPORTS OF CITY OFFICERS

Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept and place on file Monthly Police Income Report for August 2021 showing total fees collected of $3,530. Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file Illinois Department of Revenue report showing sales tax collected for June 2021 of $97,265.11, Home Rule Sales Tax of $87,093.91, and Non-Home Rule Sales Tax of $34.47 for a total of $184,393.49. Each and every aldermen has a copy.

Moved by Alderman Ptak and seconded by Alderman Jeppson to accept and place on file a thank you letter from Starved Rock Runners, Ltd.

Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file a thank you letter from Canal Corridor Association.

Voice vote, all ayes. Motion carried.

BIDS

Moved by Alderman Ptak and seconded by Alderman Bacidore to accept and approve the bid from John Pohar & Sons regarding the bids for the demolition to 1155 Fourth Street and 945 Second Street.

STANDING COMMITTEES

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee to approve a request from Brandee Bell and Mike Kmetz of Bank Ventures, LLC for a Redevelopment Incentive Program grant totaling $12,500 for premises located at 1157 First Street.

Moved by Alderman Demes and seconded by Alderman Reynolds to accept the recommendation per the Finance Committee regarding the purchase of electrical service from Rotary Park to the Wastewater Pods with the option to expand in the future. Attorney McPhederan wanted to state that since this is a public works project and there is only one bid, there would need to be a ⅔ vote of the aldermen, supermajority, which would be 6 of the 8. It may not be able to be approved at this time without approval from ⅔ of the council.

Alderman Herndon asked if one could vote differently than they may have from the Finance Committee vote. Aldermen Herndon stated that a lot was discussed and he was uncertain of

some specifics during the Finance Committee meeting. Attorney McPhederan stated that one could change their vote from the finance meeting to now the City Council meeting.

Amended motion by Alderman Demes and seconded by Alderman Reynolds to approve the bid from JB and the unknown amount from Ameren for phase 1 electrical service at Rotary Park.

Amended motion by Alderman Demes and seconded by Alderman Reynolds to approve the bid from JB and from Ameren, not to exceed $50,000, for phase 1 electrical service at Rotary Park.

MOTION DENIED: 5-3

Attorney McPhederan stated that the council does have the option to recess and reconvene and discuss this later when the Council may have some more information from Ameren.

OLD BUSINESS

Moved by Alderman Reynolds and seconded by Alderman Bacidore to accept the ratification of the straw vote for a request to block off Hennepin Street from First Street to Alley from noon to 10p.m. Saturday, Oct. 16, 2021 for an Oktoberfest event.

Attorney McPhederan asked to pass over this discussion and potential action on retention of contractual engineers regarding certain sewer and water plants and discuss at a later time.

Mayor Jeff Grove said thank you to the La Salle Business Association for a great showing downtown for last weekend’s Jazz In the Street and BBQ & Blues events.

Hometown Halloween is set for October 30th. Trick or Treat will be from 5-7pm for both LaSalle and Peru.

NEW BUSINESS

Alderman Herndon did ask if there is still another layer to be added to the 351 project. Mayor Grove did state it will get another layer and it will be soon.

Alderman Lavieri wanted to share that Glen Ellyn had some nice, more modern No Parking signs.

COMMENTS

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay, and place on file bills for September 7, 2021 with Total Submitted: $960,445.19 (Total Payroll $191,093.81, Bills to be paid $264,096.75, Total Bills Paid $505,254.63).
