City of Ottawa City Council met Oct. 5.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere,  James J. Less and Mayor Daniel F. Aussem.  

Absent: Marla K. Rodriguez.  

Commissioner Eichelkraut presented minutes of previous meeting. 

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council  of the City of Ottawa, Illinois, held on Tuesday, September 21, 2021, be approved as  recorded in the permanent files of the City Clerk. 

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Jeff Ernat addressed the Council about possibly putting a new Ordinance on the books for  golf carts, bicycles with electric motors, side by sides and other similar devices. The  Mayor noted that this was discussed a few years ago with input from the Police  Department. He will reach out to the Police Chief again to discuss the possibility.  

Commissioner Eichelkraut presented Biweekly Salary Payroll. 

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of  October 1, 2021, in the amount of $463,738.61, be approved and warrants issued.  Second by Less.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Monthly Expense Report.  

Moved by Commissioner Eichelkraut that the Monthly Expense Report of  October 5, 2021, showing expenses in the amount of $2,017,619.61, be approved and  warrants issued.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Resolution  

Moved by Commissioner Eichelkraut a Resolution authorizing the execution of an  intergovernmental agreement between the City of Ottawa and the Sangamon Mass  Transit District, regarding NCAT vehicles, which has been on file for public inspection  since September 21, 2021, be adopted.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Resolution.  

Moved by Commissioner Eichelkraut that a Resolution authorizing execution and  amendment to the Downstate Operating Assistance Grant agreement between the City of  Ottawa and IDOT, be received and placed on file for public inspection.  Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Resolution. 

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an  multiple agreements between the City of Ottawa and TrekWorld USA, regarding a Blue  Cross Blue Shield Medicaid broker for NCAT services, be received and placed on file for  public inspection.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. 

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of  employment agreements for appointed City Officials in Alicia Fuchs as full timer NCAT  Medicaid Specialist, James Conway as part time NCAT Bus Operator and Reservation  Specialist, and Michelle Lewis as part time NCAT Bus Operator and Reservation  Specialist, be received and placed on file for public inspection.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Resolution  

Moved by Commissioner Eichelkraut a Resolution authorizing the execution of a broadband internet service agreement between the City of Ottawa and Commercial  Broadband Solutions Inc., regarding NCAT, be received and placed on file for public  inspection.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut announced that the Special Events Committee will be hosting  the Christmas Parade on Friday, November 26th. The parade will go in the correct  direction with traffic, which is opposite of past years. Tree lighting and fireworks will also  take place in the Jordan Block. Also, there will be a Deck the Parks meeting on Thursday,  October 14, at 5:30 p.m. at City Hall in Council Chambers.  

Commissioner Ganiere presented Change Order #1. 

Moved by Commissioner Ganiere that Change Order #1 from Superior Excavating Co. in  the increased amount of $125,756.60for the Oaklane Drive sanitary sewer extension  project, be accepted and paid for from the Wastewater Fund.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Ganiere presented Resolution.  

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a  maintenance agreement between the City of Ottawa and Altorfer Power Systems,  regarding the Water Department’s generators, be received and placed on file for public  inspection.  

Second by Eichelkraut. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Less presented Resolution.  

Moved by Commissioner Less that a Resolution authorizing the execution of a proposal  between the City of Ottawa and Chicago Communications, which has been on file for  public inspection since September 21, 2021, be adopted.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Less presented Resolution.  

Moved by Commissioner Less that a Resolution authorizing the execution of a lease  agreement between the City of Ottawa and Bill Walsh Automotive Group, which has been  on file for public inspection since September 21, 2021, be adopted.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried.

Commissioner Less presented Resolution. 

Moved by Commissioner Less that a Resolution authorizing acceptance and execution of  a proposal from Lexipol, regarding law enforcement policies, which has been on file for  public inspection since September 21, 2021, be adopted. 

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Less presented Report of Police Chief.  

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the  month of September 2021, be received and placed on file.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Less presented Report of Fire Chief. 

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the  month of September 2021, be received and placed on file.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Report of Registrar.  

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of  September 2021, be received and placed on file.  

Second by Eichelkraut. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried.  

Mayor Aussem presented Report of Parking Administration. 

Moved by Mayor Aussem that the Report of the Parking Administration Department  showing fines collected of $1,375.00 for the month of September 2021, be received and  placed on file.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Report of Building Official.  

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the  month of September 2021, be received and placed on file.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Report of Sidewalk Program.  

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 3 participants  in the amount of $7,067.46 for the month of September 2021, be accepted and paid for  from the General Corporate Fund.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Ordinance.  

Moved by Mayor Aussem that an Ordinance amending Section 10-54 (6) of the Municipal  Code of the City of Ottawa, LaSalle County, Illinois, regarding suspension or revocation of  a license by the Mayor, be passed and approved.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried.

Mayor Aussem presented Resolution.  

Moved by Mayor Aussem that a Resolution authorizing the execution of a contract  between the City of Ottawa and Medcom Benefit Solutions, for 2021 ACA employer  reporting, which has been on file for public inspection since September 21, 2021, be  adopted.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried.  

Mayor Aussem presented Resolution.  

Moved by Mayor Aussem that a Resolution authorizing signatory authority for the  Community Development Block Grant program to NCICG, be adopted.  Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Resolution. 

Moved by Mayor Aussem that a Resolution authorizing the execution of an  intergovernmental grant agreement between the City of Ottawa and IEMA, for the vertical  realignment of Green Street, be received and placed on file for public inspection.  Second by Eichelkraut. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Resolution. 

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for  production services between the City of Ottawa and Floret Events LLC, for the 2021 Chris  Kringle Market, be received and placed on file for public inspection.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Quote. 

Moved by Mayor Aussem that the Quote received from Ruiz Construction in the amount of  $70,210.00 for the Thornton Park concrete project, be accepted and paid for from the  Thornton Park grant proceeds.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Requests. 

Moved by Mayor Aussem that the Requests for variances from David and Tabatha  Budnick for 1506 W. Main Street, Mylynda Moore for 1 Windward Way, Jordan Jackson  for 300 Hillside Avenue, and Gregory and Gerena Muffler for 527 E. Main Street, all be  received and referred to the Zoning Board of Appeals for review and recommendation. Second by Less. 

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented motion to adjourn.  

Moved by Mayor Aussem that this regular meeting be adjourned.  

Second by Less.

Nays: None. Motion carried. Council adjourned at 7:21 p.m.
