City of LaSalle Street, Alleys, and Traffic Committee met Aug. 9.

Chairman Bacidore called the Meeting to order at 6:07pm
ROLL CALL
Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane
Excused Absence: NONE
Others Present: Deputy Clerk Brent Bader, Alderman Demes
A quorum was present.
Moved by Alderman Reynolds and seconded by Alderman Ptak to approve and place on file the minutes of the Streets, Alleys and Traffic Committee for July 26, 2021. Each and every alderman has a copy.
Voice vote, all ayes. Motion is carried.
Chairman Bacidore began the discussion regarding a request to make parking restricted in the city diamond south of 1024 9th St. and to consider similar restrictions in diamonds city wide.
Joseph Hall, 835 Crosat St., was first to speak. Mr. Hall stated that he parks his car next to his garage shed and he stated that it was not in his neighbor Darren’s (Darren Raiter) way, but he does not mind at all. Mr. Raiter parks his own truck and trailer in front of his own garage. Mr. Hall also stated that his other neighbor, he was unaware of his name (Mr. Patelli), has been harassing him lately. Mr. Hall claims that Mr. Patelli has pushed snow into his garage and also has cut grass around Mr. Hall’s car, which is 3 lots away from Mr. Patelli’s actual property. Mr. Hall likes parking in the city diamond so he does not have to park on Crosat St. Crosat St. can be a very busy street. Mr. Hall is unsure of his other neighbors' problem with this parking issue. Betty Scoma, owner of 835 Crosat St. and 841 Crosat St. stated that the garage/shed is not in use.
Darren Raiter, owner of 1044 9th St., stated that his garage faces the diamond. He has a garage and small driveway where he parks his truck and trailer. He owns a lawn care business. He prefers parking back in the alley because it is well lit and never had a problem parking there.
Alderman Lavieri stated that the purpose of the diamonds is to provide access to one’s property.
Aldermen Demes also stated that he lives within a diamond and all neighbors get along and have no issues with parking.
Mr. Patelli came forward to state a rebuttal to Mr. Hall. Mr. Patelli stated that Mr. Hall has been parking straight alongside the shed ever since this topic was brought up. He usually was coming in at an angle. When he was parking at an angle, it would cause Raiter to park out further and then Raiter would be blocking the Patelli drive. Mr. Patelli also stated that Raiter has a driveway on the east side that he could use also. Mr. Patelli and Mr. Hall debated about who cut the grass in the diamond. They each state that they do. Mr. Hall says he always takes care of his grass around his vehicle.
Mr. Patelli asks for No Parking in the diamond.
Alderman Demes stated that it would be a disadvantage to Mr. Raiter who owns a lawn care business if he was unable to have parking in the diamond. Alderman Demes also stated that he has been checking out this property and has noticed the last few times he drove by that Mr. Raiter is doing his best to stay away from Mr. Patelli’s property.
Aldermen Bacidore and Mr. Patelli went back in forth in regards to whether or not Mr. Raiter is blocking Mr. Patelli’s garage. Alderman Bacidore sees the ruts from Mr. Patelli’s drive and he feels it is away from Mr. Raiter’s vehicle. Mr. Patelli still feels that Mr. Raiter’s vehicle is in the way of his driveway/garage.
The group came to a verbal agreement that everyone will continue to park how they have been the last couple weeks.
Chairman Bacidore asked Mr. Patelli to call him personally if anyone is blocking his driveway.

Chairman Bacidore adjourned the meeting at 6:22 p.m.
