City of La Salle City Council met Oct. 4

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

Others Present: Deputy Clerk Brent Bader, Treasurer Virginia Kochanowski, Attorney Jim McPhedran, Superintendent of Public Works Patrick Watson, Fire Chief Jerry Janick

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and allow Alderman Crane to participate remotely.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Minutes of the Regular Meeting of the City Council held September 20, 2021. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Jeppson and seconded by Alderman Lavieri to grant the request from Ameren Illinois to break ground at 16 Heather Court to repair/replace bad underground primary electric.

Each and every aldermen has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Reynolds to approve the request for 2021 Raffle License from Haze Smokehouse. Each and every aldermen has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Ptak to approve the request from Designs & Signs on behalf of Metropolis Comics to install a non-illuminated, single facing wall sign at 1119 Eighth St.

MOTION CARRIED: 7-0

Moved by Alderman Lavieri and seconded by Alderman Herndon to send the request for a handicapped parking sign in front of 1703 Tonti Street to the Streets, Alleys, and Traffic Committee.

Voice vote, all ayes. Motion carried.

APPOINTMENTS

Mayor Grove asked to make a recommendation of Kathy Parker to be appointed to the Library Board Meeting.

Moved by Alderman Jeppson and seconded by Alderman Reynolds to approve the appointment of Kathy Parker to the Library Board.

NEW BUSINESS

Mayor Grove wanted everyone to know that the city Leaf Vac will be going out the week of October 11. The vac will be going around the city and will be covered as needed. The city will then set a schedule and go into a regular routine once it is needed more.

The next open landfill weekend date is Saturday, October 16th from 8 a.m. to 4 p.m.

ORDINANCES/RESOLUTIONS

Moved by Alderman Reynolds and seconded by Alderman Demes to approve an ordinance to establish a date for a Public Hearing for the Second Amendment to the LaSalle Community Partnership Tax Increment Financing (TIF) District. Each and every alderman has a copy.

Attorney McPhederan wanted the public to know that the hearing will be held Monday, November 29, 2021 at 6:00pm.

MOTION CARRIED: 7-0

Moved by Alderman Reynolds and seconded by Alderman Herndon to approve an Ordinance updating Exhibit “A” to the Intergovernmental Agreement of the “Illinois Valley Regional Dispatch” entered into by the city of LaSalle, Illinois, as an original member, relative to payment of an amended schedule of IVRD fees, charges and costs. Each and every alderman has a copy.

COMMENTS

LaSalle Resident Darryl Schmidt, of 921 2nd St., stated that the current hours for the leaf pile drop site are not working for most of the working residents of La Salle.

Mayor stated that the current schedule is 7 a.m. to 3 p.m. Monday through Friday. There has been and will be one Saturday from 8 a.m. to 4 p.m. in August, September, and in October. On October 16th, from 8 a.m. to 4 p.m., one city worker will be out there checking IDs. Mayor Grove reminded that this site is a privilege for La Salle residents only. Under the current supervision of Patrick Watson, there has not been anything lit, it seems to be more monitored and has been controlled around it. The city will look to expand the weekend hours now that it is fall time.

Mr. Schmitt hopes that this will not be a temporary fix because the drop site is also needed for those who bag their grass and need that place to dump when it is not just fall time. Mr. Schmitt suggested for the site to be open a few days during the week past 4 p.m. for those who work, allowing them time after work to run to site and dump.

Mayor Grove reminded residents that the city will have the leaf vac coming around, Republic will pick lawn bags up on Mondays if there is a sticker on the bag, and the city will work on expanded hours for the waste area.

The city can make a City All Call for the October 16th drop date/time and post to the city’s facebook page.

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay, and place on file bills for September 20, 2021 with Total Submitted: $441,779.50 (Total Payroll $168,886.37, Bills to be paid $53,405.90, Total Bills Paid $219,487.23).
