City of Peru City Council met Oct. 25.

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 p.m. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Alderman Payton absent; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

Resident Jim Sorrentino addressed the council and stated he has resided in Peru for over 30 years and wanted to discuss and issue with standing water on the north side of 7th Street between Calhoun and Church Street. Alderman Waldorf stated he would talk to Director of Engineering and Zoning Eric Carls and will follow up.

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Meeting Minutes of October 11, 2021 and Peru Police Department Report for September 2021. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Sapienza presented the disbursements for payment on October 27, 2021:

Alderman Sapienza made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

Alderman Sapienza made a motion to authorize 2022 property casualty and workman’s compensation insurance with IMLRMA in the amount of $430,476.75. Alderman Tieman seconded the motion. Clerk Bartley explained that the City has been back with IMLRMA for the second years. IMLRMA in a corporative of municipalities throughout Illinois. Clerk Bartley noted the renewal represented an approximately $8000.00 increase which is basically neutral based on the addition of the Public Safety Complex. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Ballard presented a proposed resolution entitled:

RESOLUTION NO. 2021-22

RESOLUTION FOR MAINTENANCE UNDER ILLINOIS HIGHWAY CODE (MFT FUNDS)

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Edgcomb seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

Alderman Waldorf made a motion to award bid for the Well 5 rehab project to the lowest responsible bidder, Municipal Well & Pump, in the amount of $116,370.00. Alderman Edgcomb seconded the motion. Chris Perra, President of T.E.S.T. commented on the transition to use a submersible pump will create long-term savings. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

POLICE AND FIRE COMMITTEE

Alderman Buffo commended the Police Department for doing a great job on handling a challenging weekend.

Mayor Kolowski complimented both the Police Department and Fire Department regarding the tough weekend.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Council Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on October 13, 2021, concerning petition of David and Mary Kruswicki concerning property located at 1415 Walnut Street, Peru, IL. Alderman Ballard made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Tieman seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6591

AN ORDINANCE GRANTING VARIANCES AS SOUGHT BY THE PETITION OF DAVID AND MARY KRUSWICKI CONCERNING PROPERTY LOCATED AT 1415 WALNUT STREET IN THE CITY OF PERU, ILLINOIS

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

AN ORDINANCE AUTHORIZING THE EXECUTION OF A PROPERTY USE AGREEMENT BY AND BETWEEN THE CITY OF PERU AND PISTOL SHRIMP BASEBALL CLUB LLC, d/b/a ILLINOIS VALLEY PISTOL SHRIMP FOR CERTAIN REAL PROPERTY AND FACILITIES AT VETERAN’S PARK IN PERU, ILLINOIS

Alderman Buffo made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Alderman Edgcomb noted the importance of educating the residents of the change. AN ORDINANCE AUTHORIZING A REQUEST FOR BIDS/PROPOSALS FOR THE PURCHASE AND/OR DEVELOPMENT OF CITY-OWNED SURPLUS REAL ESTATE

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Corporate Counsel Scott Schweickert reported there are 14 properties to which some have been acquired and demolished and some the city? Corporate Counsel Scott Schweickert stated RFP’s are due December 17th. Alderman Lukosus made a motion to seek applicants for journeyman lineman for the Electric Department. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

Alderman Waldorf made a motion to seek applicants for vacancy in Public Works laborer due to pending retirement. Alderman Buffo seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

Alderman Lukosus commented in response to questions from constituents asking to provide safe options and a regular home for pickleball.

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented communication from Alicia Farmer of the Better Fishing Association of Northern Illinois informing the city of date change of the Kids’s Fishing Rodeo at Baker Lake to Saturday, May 14, 2022 as not to conflict with the TBM Avenger event (Original approve was given for May 21, 2022). Alderman Waldorf made a motion the communication be received, placed on file and permission granted. Alderman Buffo seconded the motion; motion carried.

MAYOR’S NOTES

PSM/Fire Chief Jeff King reported leaf vacuuming will begin with one crew on Monday, November 1st.

Adam Thorson, Director of Parks, Recreation and Special Events reminded the council of the Halloween events on October 30th from 2pm to 4pm. Mr. Thorson stated the Hocus Pocus Hags will perform at 2:30 p.m. with a Police K-9 demonstration at 3:15 p.m.; bags for kids followed by city wide trick-or-treat from 5pm-7pm.

Police Chief Bob Pyszka reported on coordination with the Rainbow Push Coalition and the Jelani Day family regarding a rally planned in the City of Peru on Tuesday, October 26th. Chief Pyszka stated the proposed route will be published tomorrow.

Treasurer Jackson Powell reported there are two days left to vote for the canine grant.

Chief Pyszka reported the Police Department will once again participate in “No Shave November” to benefit Cops 4 Cancer.
