City of La Salle Finance Committee met Sept. 20.

Here are the minutes provided by the committee:

ROLL CALL

Present: Chairman Ptak, Aldermen Demes, Lavieri, Jeppson, Herndon Others Present: Deputy Clerk Brent Bader, Finance Director John Duncan, Fire Chief Jerry Janick, Economic Development Director Leah Inman, Alderman Bacidore, Alderman Reynolds, Mayor Jeff Grove, Superintendent of Public Works Patrick Watson, Mr. Mike Kmetz,

A quorum was present.

Moved by Alderman Demes and seconded by Alderman Lavieri to approve and place on file the minutes of the Finance Committee for September 7, 2021.

Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

No Review of Bills.

Moved by Alderman Demes and seconded by Alderman Lavieri to request from Brandee Bell and Mike Kmetz of Bank Ventures, LLC for a Redevelopment Incentive Program grant totaling $12,500 for premises located at 1157 First Street.

Chairman Ptak began the discussion in regards to the purchase of electrical service from Rotary Park to the Wastewater Pods. He is struggling with the amount on this electrical bid.

Mayor Grove would have liked Patrick Watson to do some of the work. But with too much going on in the city, he asked JB Contracting to give a quote to do the work. The bid was just JB’s part of it and some more work will need to happen from Ameren. Mayor stated that JB would have more connections and priorities to get the right supplies needed for this project. Mayor continued by saying that the city has a plan in place where it would take about 5 to 6 stages to get the city power to the yard waste drop off area. The long term plan would be to get power up there. There is no service up to the cemetery and it gives the city a chance to go north with service in the future. Mayor stated that the city can allocate some donation money and it is in a TIF and the city could use some wastewater funds. There are currently 45 new displays that would like to be part of the Celebration of Lights display this year.

Chairman Ptak questioned if a second bid is needed since the city may be using public funds. Mayor Grove stated that it was not necessary.

Mr. Kmetz was asked his opinion on prices. He stated that work has not decreased, demand has not decreased so he sees no reason as to why the prices would come down.

Mayor Grove stated that the 1st phase will go up the new hill from the dog park area to the playground. The power would run from the west side by the pond then uphill and then back downhill.

Alderman Bacidore was also concerned with this amount of money to be spent for the walking path and for the Celebration of Lights.

Mayor Grove stressed to the council that if the City does not get this work going, they may have to retire some of the lights. Mayor Grove stated that it would probably be around $1 million with Ameren and JB for this entire project with all the phases. Ameren costs associated with this phase would probably be around $50,000 for a box. Projected start date is Oct. 4th for the setup of the lights.

Alderman Herndon was still concerned with the 45 new donors and displays and what the city will be able to do with all the new displays if power does not get out there. Alderman Jeppson questioned if the work could even get done in the 6-7 weeks.

Moved by Alderman Demes and seconded by Alderman Lavieri to accept and approve the bid from JB for Phase 1 for electrical service for Rotary Park.
