City of Oglesby City Council met Nov. 1.

A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.
PRESENT: COMMISSIONERS ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY BARRY AND CITY CLERK EITUTIS.
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve the regular meeting minutes from October 18, 2021. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
Public comments on agenda items only: Blaine Kurth with Risk Management Association addresses the Council in regards to ordinance 1175-11012021 that is being voted on and states he is here to answer any questions the Council may have.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve 1175-110121 an ordinance approving membership in the Illinois Municipal League Risk Management Association and authorizing the execution of an intergovernmental cooperation contract. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Argubright explains that the City is currently enrolled in the Public Risk Fund and that by switching to RMA IML the city will be saving $500.00 per month regarding workman’s comp.
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to place on file 1176-110121 an ordinance amending and establishing compensation for employees of the Oglesby City Fire Department. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Mayor Rivara explains it is a 4-year agreement, raises the Fire Chiefs pay from $125.00 to $500.00 per month and states Chief Popurella does a great job, Fireman will receive a 3% raise every year for the duration of the contract and should they be on a call more than four hours the Fireman will receive and additional call compensation. The Fire Department will receive 12 paid trainings per year and will report to the City. Commissioner Lijewski believes that addresses the points and Mayor Rivara believes it is a fair agreement.
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to table 1177-110121 an ordinance amending compensation for employees of the Oglesby City Ambulance Service. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Lijewski would like to pull the ordinance because she feels there needs to be more discussion on the matter.
A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT, to approve the recommendations by the Zoning Board for Hi-Tech Industries. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Curran explains that there is a 12,000 feet expansion which will encroach by .26 feet into the set back. The Zoning Board doesn’t feel it is an issue and recommended approving the variance. Attorney Barry gives further explanation of the roads, entrance and expansion project. Commissioner Curran states that Hi Tech does own the lot to the North as well.

Lijewski: the follow up for the resident who had exceeded the number of cats allowed is now believed to be in compliance. Sergeant’s Valle and Gonzalez have completed a 3 day Supervisor training. There were 426 calls with 20 case reports. The Fire Department will be replacing a door at a cost of $8,000.00.
Curran: leaf vac continues and asks residents to have leaves on the berm, not the sidewalk. Notes on November 22 branch chipping will begin. Electric department has replaced all LED lights installed on Columbia and Walnut Streets and will work on those areas where there are no sidewalks. The error in billing calculations will now be corrected in one month rather than six months. The power cost adjustment will still be in a negative and is good for the residents.

Mayor’s report: reminds residents not to park directly behind a driveway. A new system has been put in place to help eliminate missed garbage pick-up. Bids are being accepted for the demolition of the Reizner Building and are due November 12, 2021 by 10:00 a.m. Trick or Treat went well and there were no issues to report. Per the City’s NPDES permit, we are required to have an annual public meeting to explain the Combined Sewer Overflow (CSO) program. The meeting will be held November 15, 2021 at 6:30 p.m. Mayor Rivara reminds residents to pick up after their pets.
Mayor Rivara discusses the rising rates of electric costs and that it has gone up two cents per kilowatt.
