Bureau Valley Community Unified School District 340 Board of Education met Oct. 25.

Here are the minutes provided by the board:

Determining that a quorum was present, President Yepsen then called the regular meeting to  order at 4:30 pm and directed the Secretary to call the roll. 

ROLL CALL 

PRESENT IN PERSON: Johnson, Maynard, Olds, Spencer, VanLanduit, Wiggim, Yepsen 

ABSENT: None 

Mr. Stabler introduced members of the BVHS Drama Club. The students performed a scene  from “Past, Present, Future - A Christmas Carol”, which was written by the students. The Board  thanked the students for their performance and wished them well for their upcoming play.  Performances will be Friday, November 12th at 7:00 pm, Saturday, November 13th at 7:00 pm,  and Sunday, November 14th at 2:00 pm. Mr. Stabler recognized our principals. This week is  Principal Appreciation Week. He thanked them for all their hard work and dedication to the  students and school district. The Board also received a thank you note from the Broers family  for all that the District did to help their family. 

There was no public comment.  

It was moved by Maynard and seconded by Spencer to enter into executive session at 4:40 p.m.  for the appointment, employment, compensation, discipline, performance, or dismissal of  specific employees of the public body or legal counsel for the public body, including hearing  testimony on a complaint lodged against an employee of the public body or against legal counsel  for the public body to determine its validity; Collective negotiating matters between the public  body and its employees or their representatives, or deliberations concerning salary schedules for  one or more classes of employees; Student disciplinary cases and other matters related to  individual students and litigation when the public body finds that an action is probable or  imminent and Discussion of minutes of meetings lawfully closed under the Open Meetings Act,  whether for purposes of approval by the body of the minutes or semi-annual review of the  minutes.

It was moved by Olds and seconded by VanLanduit to close the executive session at 4:55 p.m.  and return to open session.

It was moved by Olds and seconded by Maynard to approve the consent agenda items: 

1. Regular Meeting Minutes of September 27, 2021 

2. Activity Account Reports 

3. Monthly Financial and Treasurer’s Reports 

4. Bureau Valley #340 Bills and Payroll

MOTION CARRIED 7-0-0 Absent 

Mr. Stabler reported that there were two bidders for the snow removal bids. The district has  worked with these two companies in the past. He recommended that the board approve the bids  as presented. It was moved by Wiggim and seconded by Spencer to approve the following bids  for snow removal for the 2021-2022 season: BVN-Walnut, BVHS/BV Elem & JH/District  Office-Manlius and BV Transportation-Manlius locations: Guither Tree Service at $79/hour for  snow removal and $27/ 100 lbs of salt applied; BV Wyanet and BV Transportation-Sheffield  locations: Headley Lawn Care at $75/hour for snow removal and $.25/lb of salt applied.

Mr. Stabler presented the highlights from the FY21 District Audit. Revenue increased due to  wind turbine and farmland values. The district also received Covid Relief Grant funds and extra  Free Lunch reimbursements. Expenses also increased. The district is part of the BMP Special  Education Co-Op. BMP used to receive some money on behalf of the district, but now that  money comes straight to the district. Therefore, BMP is charging its full fee for its services. The  district also resurfaced the parking lot in Manlius and upgraded the track. The district’s Average  Daily Attendance was down, but all districts across the state experienced a similar situation due  to the Pandemic. Students were absent often for Covid reasons. Two years ago, the district’s  financial profile was at a Warning status but is now at Recognition status. This is a major  improvement and is largely due to Increased EAV from the wind turbines, along with the  issuance of working cash bonds. This has allowed the district to increase revenue while still  lowering the tax rate.It was moved by Maynard and seconded by VanLanduit to accept the  FY2021 District Financial Audit and Annual Financial Report as presented.

In other discussion, Mr. Stabler brought up the topic of Snow Days. Last year, the district had  traditional snow days and did not require staff or students to attend E-Learning lessons. He  asked for the board members’ opinions on traditional snow days vs using E-Learning days. Mr.  Stabler plans to discuss this with the BVEA as well. He reported that the High School staff and  students would be able to use E-Learning days easier than the Elementary, simply because 

Elementary students do not have devices at home. If the district was aware of a weather event or  extended cold weather that could cause the district to cancel school, the Elementary students  could be given devices to take home. In general, board members were in favor of traditional  snow days, unless an extended cold weather event happened to create more than 5 snow days. 

It was moved by Olds and seconded by Johnson to approve and retain the executive session  meeting minutes of September 27, 2021.

It was moved by Olds and seconded by Wiggim to accept the retirement notice of Lonnie Byrd  as BV Bus Driver effective February 25, 2022. 

It was moved by VanLanduit and seconded by Spencer to approve employment of Jim Nugent as  BV JH 7th Grade Boys Basketball Coach and Courtney Hoagland as BVHS Basketball Cheer  Coach. 

VOICE VOTE MOTION CARRIED 

It was moved by Maynard and seconded by Wiggim to approve the following volunteer coaches:  Samantha Bohm as BVHS Assistant Girls Basketball Coach and Ashtyn Hanabarger as BV JH  Cheer Coach. 

VOICE VOTE MOTION CARRIED 

The motion to approve the employment contract renewal for Superintendent Jason Stabler will  be tabled. Mr. Yepsen announced that Mr. Stabler and the Board have agreed on terms, but are  just waiting for the lawyers to prepare the final document. 

Mr. Yepsen announced that the following resignations had been received since the September  27th board meeting: Nicole Wierzbicki as BV Bus Driver. 

It was moved by Maynard and seconded by VanLanduit to adjourn the meeting at 5:10 p.m.
