City of LaSalle Finance Committee met Oct. 18.

Chairman Ptak called the Meeting to order at 6:06pm
ROLL CALL
Present: Chairman Ptak, Aldermen Demes, Lavieri, Jeppson, Herndon Others Present: Deputy Clerk Brent Bader, Superintendent of Public Works Patrick Watson, Alderman Crane, Alderman Reynolds, Finance Director John Duncan, Economic Development Director Leah Inman, City Engineer Brian Brown
A quorum was present.
Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve and place on file the minutes of the Finance Committee for October 4, 2021.
Each and every alderman has a copy.
Voice vote, all ayes. Motion carried.
Aldermen Demes questioned a bill under the Street Dept for a United Rentals charge. Supt. Watson clarified the purchase was for a portable hydraulic pump. It was purchased for anchoring the street signs.
Eco. Dev. Director Inman stated that the following grant request is the remaining balance that is eligible for this building.
Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept and approve the request from Jackson Powell of CL Real Estate, LLC for a Redevelopment Incentive Program grant totaling $6,100 for premises located at 801 First Street. Voice vote, all ayes. Motion carried.
Chairman Ptak asked the committee to look over the two bids for Rotary Park Road that are included in the Finance Committee packet. This item is not on the agenda but the committee wanted to at least have the discussion about the two bids. Engineer Brown shared with the committee that area of the park that the city will be looking to get paved. The paved path will start at the lagoons, which is back by the path by the lake. It will be at the bottom of the new hill road and ends at the intersection. This would be before the cemetery entrance. The road is just falling apart and does need to be done. The city received good asphalt prices from Universal/Ski. Advanced bid a price for $96,000 and Universal’s bid came in around $80,000. The plan is to get 2ft. shoulders with 2 inches thick of pavement.
The committee asked where it would be best to pull funds from. Director Duncan stated that there are TIFs available and water and the sewer funds also available. Mayor Grove stated that the committee could consider using some of the Christmas light donations because this road will be used for that also.
The committee suggested that 100% of the funds come right from the sewer, since that portion of the road is servicing the sewer treatment plant.
The committee did a straw vote and all are in agreement with the bid from Ski Sealcoat and to use Sewer funds to pay for this project. This item is on the city council agenda for later.
