Here are the minutes provided by the board:

The Ladd Village Board met in regular session in the Village Hall. President Frank Cattani called the meeting to order at 6:30 pm and led the pledge of allegiance to the American flag.

Roll Call: Present: Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, Molly Thrasher, Mike Urbanowski. (6)

In attendance: Deputy Clerk Koch, Superintendent, Doug Englehaupt, and Attorney Pat Barry arrived at 6:41

Margherio Motion/Martin Second to accept the September 28, 2021 meeting minutes as presented.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Manning Motion/ Urbanowski Second to accept the September 28, 2021 police committee meeting minutes as presented.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Thrasher Motion/Urbanowski Second to authorize payment of the bills in the amount of $58,362.70

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Engineer’s Report: None

Superintendent’s Report: Spoke with the committee regarding replacing the wastewater treatment plant bar screen dumpster. The quote came in at $3,000.00 that the exact dumpster that we purchased 15-20 years ago. Called Town and Country and they said that he could go straight to the company that they bought them from. If there is a difference in price between Town and Country and Wastebuilt, it’s because he cut out the middle man. Asking for the board's approval to purchase this new dumpster.

Inspector’s Report: None

Village Attorney: Atty. Barry spoke with Robert Edlebeck of Next Level Technology. He sent a revised addendum to the lease and they have agreed to the $275.00 for 5 years starting August 9, 2021, until August 9, 2026.

New Business:

Consider Payment Options for Risk Management Association Invoice: They are going to go with Option 1, the early payment discount option, that we have gone with the past several years.

Urbanowski Motion/ Nelson Second to accept the Illinois Municipal League Risk Management quote Option 1 in the amount of $51,418.15

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Vote to disband the Economic Development Committee: no discussion took place.

Discuss Hocking tree donation for War Memorial Park: We are limited on areas to put it. Phil and Mary Ann Hocking wants to donate a tree to the Village. They would like it to be planted in War Memorial Park. No plaque will be placed by the tree, as it is not a memorial. Doug will look at where the best place is to plant it and get back to us. He also stated that it would probably be better to wait until the water project is completed before they have the tree company plant it. They are looking at getting either a Hybrid locust that had no pods and is very clean or an Autumn Maple Hybrid. We will revisit this once Doug takes a look for a good spot and once we know when the project at the park will be completed.

Discuss Enforcing B2 Zoning on Main Avenue: We need to have the police go door to door talking to all of the businesses that are of concern and see what the next step for each property is. See if there is a possibility that the owner will let them in. If not, maybe just a little peek through the door to see if zoning is being followed. Pat received a call today from a person that is interested in purchasing the old Gualandri’s store and has entered into a contract to purchase it. She was made aware by Pat that she must have a Business in the front before she can live in the back. The Board expressed that they need to speak with Randy to make sure that enforcement officers go to the businesses to get compliance started. If any businesses are noncompliant, then we can have Pat write them up a letter to start the process.

Announcements: Koch announced that we have received out $500.00 deductible back from the 9/1/2019 Police Cruiser Accident. CCMSI recovered the money from Deke Trucking. IMEA Seminar will be held at Uptown Bar and Grill in LaSalle on November 17th. Doors open up at 6:30 pm and the program will start at 7:00 pm. They are estimating it will last about 1 hour. Please let Rhonda or Julie know if you will be able to attend. Mayor Cattani stated that we thought it would be a great idea if everyone could attend if possible. NCICG needs to know what we are wanting to apply for with the Rebuild Downtown and Main Streets Capital Grant. Koch stated that Shug requested that we come up with what we would use this money for so that she can start the Grant application. She knows that it’s not due until January 2022, but they are super busy and around the holidays she will have a lot of people on vacation so she is wanting to get started on it now. Ideas were mentioned. Koch told them that we could use it for the replacement of sidewalks on Main Ave that are in bad shape, new light poles (kinda like Peru has) to spruce up Main Ave, and maybe even buy a property and make a new village hall. Spoke with them about getting an easement or the state right away to extend power out South of town between Casey’s and Barnhart. Koch also let them know that we had talked previously about using it for the alley project. Shug said that you can’t change your funding source for that, so it will not be able to be used for that. Blaine from Risk Management is coming to do the Sexual Harassment Training on November 9, 2021, @ 3 pm for the police, clerk’s office, and streets department and @ 6:30 pm for the Village Board. Wendy Fulmer and Bonnie Lester will be here on October 19, 2021, to give us value, and some of their ideas for the 2 buildings that we own on Main Avenue. Rhonda received a text from the Hall Booster Organization stating that they are wanting to do a wine walk in Spring of 2022 and they thought that Ladd would be a great town to do it in. Rhonda told Kelly that we have a lot of bars, but as far as little shops we don’t have any at this time. Kelly also stated to Rhonda that they are possibly wanting to do a book sale in a storefront in Ladd and was wondering if we could put her in touch with an owner of a building that we thought may suit that. Rhonda told her that she had been to Uticas and all of the wine sales were in a fenced-in area. Kelly was unsure if they were wanting to go in and out of business or just stay in a fenced-in area. Rhonda told Kelly that most likely they would need a certificate of insurance. They are just wanting to see what the board thought about doing this in Ladd. The board would like someone to come to a meeting and explain more about what they are wanting to do. Music in the Park was great. Approximately 160 people and had many great comments. Some people are asking that next year if we can do a couple on Saturday nights due to football being on Fridays. Molly also wanted to remind everyone about the Halloween Parade and the Hocus Pocus Hags coming to lead the parade at 4:00 pm from the bank to the tennis courts and then immediately following at 5:00 trick or treat will start.
