City of Ottawa City Council met Dec. 14.

Here are the minutes provided by the council:

Special meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut, Thomas G. Ganiere, James J. Less, and Mayor Daniel F. Aussem.

Absent: Marla K. Pearson.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed City Official in Susan Conway as part time NCAT Reservation Specialist, which has been on file for public inspection since December 7, 2021, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Final Payment Estimate.

Moved by Commissioner Eichelkraut that the Final Payment Estimate received from Ruiz Construction Company in the amount of $102,130.41, for the 2021 Curb Replacement Project, be approved and paid for from the General Corporate Fund. Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of a proposal by Marco Technologies LLC for a new copier for the Ottawa Water Department, which has been on file for public inspection since December 7, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution approving and authorizing the execution of a side letter agreement between the City of Ottawa and the Police Benevolent Labor Committee, regarding lateral transfers, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Local Funds for a Building Resilient Infrastructure and Communities Grant through FEMA to buyout and demolish the old existing YMCA building with a commitment of TIF funds in the amount of $707,625.00 from the City, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a service agreement between the City of Ottawa and LaSalle County Recorder of Deeds, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from J. F. Brennan Company Inc. in the amount of $43,000.00 for the Main Street bridge scour remediation, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution as New Business.

Moved by Mayor Aussem that a Resolution authorizing the execution of a distributor settlement agreement and release regarding the National Opioids Settlement, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution as New Business.

Moved by Mayor Aussem that a Resolution authorizing the execution of the Janssen settlement agreement and release regarding the National Opioids Settlement, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this special meeting be adjourned.

Second by Less.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried. Council adjourned at 4:35 a.m.
