City of LaSalle City Council met Dec. 13.

PLEDGE OF ALLEGIANCE
Mayor Grove asked for a MOMENT OF SILENCE for the victims of the tornadoes that happened over this past weekend.

PUBLIC HEARING
Moved by Alderman Herndon and seconded by Alderman Reynolds to open up the Public Hearing for Community Development Block Grant #19-242008 regarding storm sewer separation.

Shug Grosenbach from North Central Council of Governments, Ottawa, IL. The meeting tonight is to obtain citizens' review and thoughts on the grant that was done for the sewer separation. In Feb 2021, City of LaSalle hired North Central Council to administer this grant. The Project Engineer is Brian Brown, City of LaSalle. The Project started construction at 1135 Tonti St - 1547 Tonti St, 1124 LaHarpe St., North of the Intersection of 15th, 1360 Sterling and continued East on Zinc., and 300 Ft. extensions on both sides of Porter Ave. The Grant included 654 ft. 12’’ storm sewer, 2,535 ft. 18’’ storm sewer, 4,495 24’’ storm sewer and all the necessary items to complete concrete, from the sidewalks, patching, curb and gutter and surface restoration. Total project cost was $1,022,133.29 with the city receiving $500,000 in the grant. The leverage funds from the city were $522,133.29.
Alderman Herndon and the Aldermen from the 4th ward would like to thank Mrs. Grosenbach. Mrs. Grosenbach stated that the reason that the city receives funding from such grants is because the funding for the Community Development Assistance are granted from the Dept. of Housing and Urban development. The Dept. of Commerce then sends it to the state and the funds are then dispersed and have to meet a goal of 51% of low/moderate income. The city of LaSalle had a benefit for this project was 58.02%. $290,100.00 directly benefited the low/moderate incomes. No residents were displaced as a result of the project. All applications records can be accessed electronically at the City Hall or can be found at the Ottawa office from 8am-4pm, M-F.

REPORTS OF CITY OFFICERS
Moved by Alderman Herndon and seconded by Alderman Reynolds to approve and accept the Monthly Police Income report for November 2021 showing total fees collected of $5,587.66 Voice vote, all ayes. Motion carried.
Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve and accept the Building Inspector’s Report for October 2021 showing total fees collected of $1,175.94 with total value of construction of $260,500.00.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve and accept the Building Inspector’s Report for November 2021 showing total fees collected of $1,192.92 with total value of construction of $407,472.50.

Mayor Grove stated that the employees of Lighted Way do volunteer many other nights just to help out the city.

Moved by Alderman Ptak and seconded by Alderman Demes to accept and approve a recommendation from the Finance Committee regarding a request from Michael Rosploch for a Redevelopment Incentive Program grant totaling $10,850 for premises located at 2703 St. Vincent Avenue.

Mayor Grove wanted to make a note to the business community that RIP grant is not just for downtown businesses but any business in LaSalle.
Moved by Alderman Bacidore and seconded by Alderman Ptak to accept and approve the recommendation from the Streets, Alleys, and Traffic Committee regarding a request from Debbie Miller of Uniforms ETC/Glad Monogram to remove the 15-minute parking sign outside her business at 637 First Street.

OLD BUSINESS
Mayor Grove began the discussion on how to go about with the repair to the steps on the east side of the city hall. Mike Kmetz gave the city a quote for approx. $40,000 to repair the steps. Brian Brown did reach out to Cruz concrete before the fall and Cruz stated that it was not their speciality to repair. Brown also contacted Jake Ladzinski and he will be coming back this week to look at them. Mayor did speak with Andy Bacidore and he stated that egress is not necessary for that location. Economic Director Inman is waiting to hear back from the state in regards to the guidelines that can affect the integrity of the building. Mayor Grove suggested putting up a nice iron gate and flower pots, instead of the current barricades. Alderman Herndon stated his opinion of making it look attractive to the historic building with the discretion of the Police Chief on what is needed at the entrance. Brian Brown stated that they should at least start with being removed and then we can see what is behind the building. Alderman Crane stated he believes that the city employees could get them torn out and then have local contractors like Ladzinski, Wozniak, and even UC all get a look at it for bidding. Attorney McPhedran stated that he is concerned with the timeline of the state’s direction and how it may impact whichever the city decides to go along with the repair of the steps. Ptak states that he is in favor of repairing the steps and keeping the integrity of the building intact as much as possible. Alderman Bacidore alo agreed with keeping the integrity of the building and repairing the steps as best as possible. Inman will continue to follow up with the state.
NEW BUSINESS

Alderman Crane asked to speak in regards to a couple topics, first being Prairie Lake park. He questioned maybe getting some signage in regards to fish species, limits, rules, etc. Brown stated that the signage is currently just informational signage. Crane referred to signage like at McPhedran Park in Oglesby. Brown stated that there will be 11-14 garbage cans throughout the walkway. There will be mile markers also every .2/mile. There will also be benches, picnic tables, and waste receptacles will be purchased for the spring. Brown already has 1-2 donors for the benches.
Crane also questioned if there was more working being done to the new Public Works building. Mayor Grove stated that he would like to set up a meeting first very soon, now that Alderman Crane is back in town from work. The meeting could be held as a Building and Grounds Meeting. Superintendent Watson stated that the roof cap is being made and should be up in the next week or two on the roof.
Alderman Reynolds is receiving new complaints about an old situation. Residents in his area are stating that they are concerned with the residue that is being left on their vehicles by Illinois Cement. One resident was informed to contact the people at Illinois Cement. They usually give the residents a vinegar solution to treat their cars with.
ORDINANCES/RESOLUTIONS
Attorney McPhederan stated all these following ordinances have to do with the Amendment to the TIF District related to 5 parcels, two of which the city recently acquired by the City with subject of presentations and public hearings.

COMMENTS
Engineer Brown wanted the council to know that the fishing pier has been delivered and will be installed in the spring. He also wanted the council to know that the slide gate was ordered to be installed at 7th and Sterling. He will be getting a price from Pohar for the installation and hopefully done before winter.
Mayor Grove wanted to send his condolences to Jeremy Aitken for the loss of his mother.
