Village of Diamond Village Board met Dec. 14.

Here are the minutes provided by the board:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL.

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioner’s present were, Mark Adair, Jeff Kasher and Dave Warner. Absent- Dean Johnson. Face masks along with social distancing was required.

Approval of 11-23-2021 Minutes

Commissioner Kasher stated a correction was needed in the public works report. Correction is needed from depth heater to def heater. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 11-23-2021 minutes and place on file. All Ayes: Motion Carried.

Approval of December 14, 2021, Bill List

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to approve the December 14, 2021, bill list and place on file. All Ayes: Motion Carried.

Approval of the November 2021 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the November 2021 Treasurer’s Report and place on file. All Ayes: Motion Carried.

New Business

Ben Pogliano Presentation

Mayor Kernc welcomed Ben and Jaden Pogliano and Jaden’s Uncle to the meeting. Jaden presented a PowerPoint presentation for the concept of Diamond Jacks Powersports which they would like to construct at the Diamond Jack’s establishment. Jaden currently has a business working out of her family’s home and would like to expand by purchasing the building and remodeling it. The current zoning of the property would not allow this business. Cindy Haywood, Village of Diamond’s Planning and Zoning Coordinator and Village Attorney John Gallo discussed the option to create a new category with a text amendment. After further discussion, a unanimous consensus by the Board of Commissioners was given to move forward. Gallo will prepare the amendments and a public hearing along with all necessary steps will proceed for this concept to move forward.

Approve Nomination of Michael Jenke to the Planning and Zoning Commission

Mayor Kernc welcomed Michael Jenke to the meeting. Kernc is very pleased that Michael is interested in being a part of the Planning and Zoning Commission. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to Approve the Nomination of Michael Jenke to the Planning and Zoning Commission. All Ayes: Motion Carried.

Approve Ordinance #2021-18; Providing Abatement of Certain Taxes Levied in Connection with the issue of $3,550,000 General Obligation Refunding Bonds; Series 2020A

Mayor Kernc stated this is for the sewer plant bonds. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve Ordinance #2021-18; Providing Abatement of Certain Taxes Levied in Connection with the issue of $3,550,000 General Obligation Refunding Bonds; Series 2020A. All Ayes: Motion Carried.

Approve Ordinance #2021-19; Providing Abatement of Certain Taxes Levied in Connection with the issue of $1,115,000 General Obligation Refunding Bonds; Series 2020B

Mayor Kernc this is the for the water plant bonds. MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to Approve Ordinance #2021-19; Providing Abatement of Certain Taxes Levied in Connection with the issue of $1,115,000 General Obligation Refunding Bonds; Series 2020B. All Ayes: Motion Carried.

Approve Ordinance #2021-20, Levying and Assessing of Taxes

Mayor Kernc stated for the past 4 years, the village did not raise taxes. They have been static for 5 years. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Approve Ordinance #2021-20, Levying and Assessing of Taxes. All Ayes: Motion Carried.

Approve Ordinance #2021-21, Approving Sign Variance

Mayor Kernc stated the Planning and Zoning Commission met prior to the board meeting on this issue. The sign variance is for a highway sign which Gas N Wash would like to erect. The height of the sign would be 100-125 feet. A test will be completed to determine the height however, it will not exceed 125 feet high. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Ordinance #2021-21, Approving Sign Variance. All Ayes: Motion Carried.

Approve Water Tower License for Broadband Fiber and Wireless Facilities

Item passed and will be placed on the December 28, 2021, agenda.

Discuss/Approve Weblinx 508 Compliance Proposal

Village Clerk Lori Holmes stated she was contacted inquiring about the village website’s 508 compliance. Holmes reached out to Weblinx and received a proposal for the cost of these updates. Holmes researched the 508-compliance requirement and based on the 30 ILCS 587/5, does not include units of local government and is not mandatory for the village. Holmes asked if the board would like to move forward with this. Commissioner Warner stated he does not feel it is necessary to move forward with this at this time. All agreed.

American Legal Estimate for the S-13 Supplement, Code of Ordinances

Village Clerk Lori Holmes presented the estimate for the codification process. Village Attorney John Gallo added the increase of this cost is due to the Subdivision regulations update.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc presented the Will County Sheriff’s summary report. Nothing out of the ordinary to report.

Public Works Department Updates

Acting Public Works Supervisor Jim Dunning reported several repairs needed for the backhoe. The cost for the part will be $2,883.00. Dunning stated road salt has been delivered, scrap brought to yard, b-boxes have been cut down on Berta Road along with other numerous things cleaned up in the shop. Trucks are prepped and ready for snow. The valves for softener will be installed in January however the brine tank is broken. There is a switch issue at the Burt Estates and Diamond Estates lift stations which has been reported and Elliott Electric is looking into. Mayor Kernc would like the signal arms stored off the ground.
