City of Peru Public Services Committee met Nov. 18.

Here are the minutes provided by the committee:

ROLL CALL: Aldermen Waldorf, Lukosus, Ballard present; Alderman Edgcomb absent.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Eric Carls, Director of Engineering and Zoning, Director of Finance Justin Miller, IT Director Stephen Rounds, Economic Development Director Bob Vickery and Corporate Counsel Scott Schweickert

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of November 4, 2021. Alderman Lukosus seconded the motion; motion carried.

Committee discussed the electrical rate classification for IVRD, between the City of Peru rate or commercial rate. Clerk Bartley reported on communication with Jo Ellen Fisher at IVRD and asked for the organization to be placed on the city rate. Clerk Bartley reported he communicated with Lieutenant Doug Bernabei for input and he recommended switching them back to the city rate because of Peru’s interest in IVRD. After further discussion, the committee recommended doing a rate evaluation after they are in the building for a longer period.

WATER & SEWER

Alderman Waldorf made a motion to approve motor repairs to a pump at the Rt. 251 lift station from Inman Electric Motors in the amount of $11,006.76. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus and Ballard voting aye; Alderman Edgcomb absent; motion carried.

Corporate Counsel Scott Schweickert initiated a discussion of mandatory lead service replacement. With the approximate cost of $10,000 per service replacement for over 2000 plus impacted services. Corporate Counsel reported the Stated mandates begin January 1st but has a multi-year phase in.

City Engineer, Eric Carls, discussion lead service line replacement in conjunction with the 2022 sewer separation project. The Committee discussed options for public works personnel performing work and potential liability.

ELECTRIC

Committee discussed maintenance agreement with Altorfer for the police station generator. Chief Pyszka reported the agreement included monthly testing and bi-annual testing maintenance similar to the former location of the PD.

Committee commented on how nice the cemetery looks.

PARKS & RECREATION

Eric Carls, Director of Engineering and Zoning reviewed a handout outlining options for Washington Park and Veterans Park tennis court and rehabilitation and pickleball options. Options include rehabilitating the existing courts, moving the fences, adding additional pickleball courts at Washington Park. Also reviewed a plan to put nine pickleball courts at Veterans Park on the old ice rink slab. Carls asked the Committee to consider the options for a future discussion. The Committee acknowledged receiving multiple communication for pickleball supporters. Joe Majors has asked to come before the committee to represent the pickleball interests.

CODE ENFORCEMENT/BUILDING & ZONING

None

ENGINEERING

Eric Carls, Director of Engineering and Zoning reported Area 5 Phase 1 (7th Street) project is underway. Carls noted his team would monitor the weather and adjust progress accordingly.

BUILDING & GROUNDS

Alderman Lukosus presented a list of requested update/improvements to the airport terminal building.

Alderman Waldorf made a motion to adjourn the meeting. Alderman Ballard seconded the motion; motion carried.
