City of Ottawa City Council met Jan. 4.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less, Marla K. Pearson and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, December 21, 2021, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of December 24, 2021, in the amount of $484,511.01, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of January 4, 2022, showing expenses in the amount of $545,254.25, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of an engineering design services proposal between the City of Ottawa and Etscheid, Duttlinger & Associates Inc., for the Fields Hill South sanitary sewer extension project, which has been on file for public inspection since December 21, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of an engineering design services proposal by Etscheid, Duttlinger & Associates Inc., for the Timber Lane sanitary sewer and watermain extension project, which has been on file for public inspection since December 21, 2021, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Change Order.

Moved by Commissioner Ganiere that Change Order #1 from Gabe’s Construction Co. Inc. in the decreased amount of $3,622.00 for the Route 71 water main extension directional drilling project, be accepted and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing acceptance and execution of a proposal with Kmetz Architects Inc., for Riordan Pool, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less asked about the funding of the new proposed pool. The Mayor responded that we would use the cannabis tax to fund the pool and the new fire truck. Less added that we will have an additional splash pad at Thornton Park so that should alleviate some of the pad use at Fox River Park. Commissioner Eichelkraut noted that we will stop the annual $100,000.00 transfers and the new pool should last 10-15 years before needing any repairs. Commissioner Pearson said that we will forego the $500,000.00 worth of repairs and not open the pool this summer. The new pool should be ready for the 2023 season.

Commissioner Pearson also added that the annual Christmas tree drop off has started and will continue through January 30, 2022, at Riordan Pool parking lot.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of December 2021, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of December 2021, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a purchase agreement between the City of Ottawa and Macqueen Equipment LLC, to purchase a Pierce Arrow XT PUC Platform fire truck, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a preventative maintenance agreement between the City of Ottawa and Braniff Communications Inc., for the City’s warning sirens, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of December 2021, be received and placed on file.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration Department. Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $3,080.00 for the month of December 2021, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of December 2021, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 1 participant in the amount of $233.00, for the month of December 2021, be received and paid from the General Corporate Fund.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a master services agreement between the City of Ottawa and Surf Air Wireless LLC, which has been on file for public inspection since December 21, 2021, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a preliminary engineering services agreement between the City of Ottawa and Etscheid, Duttlinger & Associates Inc., for the Green Street reconstruction, which has been on file for public inspection since December 21, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission/Ordinance.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, November 22, 2021, considering a text amendment to Chapter 118 of the Municipal Code to provide solar energy systems as permitted or conditional uses in certain zoning districts, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Plan Commission and the Municipal Code be amended and the follow up Ordinance be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals/Ordinance. Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Wednesday, December 22, 2021, considering a variance request from the Fence Ordinance for Melissa Oaks for property located at 540 Deleon Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the construction of an eight foot privacy fence in the back yard be granted and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals/Ordinance. Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Wednesday, December 22, 2021, considering a front yard setback variance request from Candice Hadley and Leigh Ann Scoughton for property located at 810 Chapel Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the front yard setback variance be granted to allow construction of a porch with a roof no closer than 49 feet from the center of Chapel Street and 16 feet from the South property line and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a variance from Mylynda Moore for property located at 1 Windward Way, be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
