City of Ottawa City Council met Jan. 18.

Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 4, 2022, be approved as recorded in the permanent files of the City Clerk.
Second by Pearson.

Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of January 7, 2022, in the amount of $504,534.86, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of January 18, 2022, showing expenses in the amount of $1,766,706.13, be approved and warrants issued.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the master service agreement between the City of Ottawa and Foxster Opco LLC, for NCAT’s software, be received and placed on file for public inspection.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and Tri County Opportunities Council Community Services Block Grant Program for NCAT, be received and placed on file for public inspection.

Moved by Commissioner Pearson that a Resolution authorizing acceptance and execution of a proposal with Kmetz Architects Inc., for Riordan Pool, which has been on file for public inspection since January 4, 2022, be adopted.
Second by Eichelkraut.
Commissioner Less spoke about the pool being an amenity, but he has operational costs and loss of revenue concerns. He doesn’t feel the pool is feasible for repairs and would like a feasibility study done first, before hiring an architect. Commissioner Pearson noted that there was on overwhelming response from the community to keep the pool open.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Altorfer Power Systems, for the Police and Fire Station’s generator, be received and placed on file for public inspection.

Commissioner Pearson presented Quote.
Moved by Commissioner Pearson that the Quote received from Stott Contracting LLC in the amount of $197,420.00 for site improvements at Allen Park, be approved, paid for from the General Corporate Fund, and competitive bidding be waived. Second by Eichelkraut.
Commissioner Less commented that the sea wall is in disrepair, but doesn’t feel that it is an emergency at this time. He added that the silt will have a negative impact on the trees and inquired about a CORE permit. Public Works Director, Tom Duttlinger, noted that the
condition is due too a neglect of repairs and that the sidewalk is undermined and fallen in. We would do the sea wall repairs now, while the ground is frozen, and apply for a national permit. Commissioner Eichelkraut said that we need to look at all of Allen Park. It’s time to look for grants to make it safer for the public.

Moved by Commissioner Less that a Resolution authorizing the execution of a purchase agreement between the City of Ottawa and Macqueen Equipment LLC, to purchase a Pierce Arrow XT PUC Platform fire truck, which has been on file for public inspection since January 4, 2022, be adopted.
Second by Eichelkraut.

Moved by Commissioner Less that a Resolution authorizing the execution of a preventative maintenance agreement between the City of Ottawa and Braniff Communications Inc., for the City’s warning sirens, which has been on file for public inspection since January 4, 2022, be adopted.

Moved by Mayor Aussem that an Ordinance declaring surplus revenue in the Ottawa North TIF District special tax allocation fund and authorizing payment of that surplus revenue to the LaSalle County Treasurer for distribution to affected taxing districts on a pro rata basis, be received and placed on file for public inspection.

Moved by Mayor Aussem that the Quote received from Kayser Ford & Monroe Truck Equipment in the amount of $103,114.00 to purchase a 2022 Ford F550 truck with snow fighter package, be accepted and paid for from the Wastewater Fund.
