City of Peru Committee of a Whole met Nov. 2.

A Committee of a Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers at 5:30 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Waldorf, Sapienza, Lukosus and Buffo present; Alderman Tieman and Alderman Edgcomb arrived during closed session; Mayor Kolowski present.
PUBLIC COMMENT
MINUTES
City Clerk Dave Bartley presented the Committee Of A Whole Minutes of November 8, 2021. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.
CLOSED SESSION
Mayor Kolowski asked for a motion to go into closed session to discuss purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property. Alderman Buffo made a motion to go into closed session. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Waldorf, Sapienza, Lukosus and Buffo voting aye; Aldermen Tieman and Edgcomb absent; motion carried.
Closed session began at 5:32 p.m. and ended 6:17 p.m.
Alderman Waldorf made a motion to re-open the meeting. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Payton, Waldorf, Sapienza, Lukosus and Buffo present; Aldermen Tieman and Edgcomb absent; Mayor Kolowski present.
INFORMAL COMMITTEE DISCUSSION

PUBLIC SERVICES COMMITTEE
Eric Carls, Director of Engineering and Zoning handed out options for pickleball for discussion at the December 7th Committee of A Whole Meeting.
Eric Carls, Director of Engineering and Zoning updated the committee on the meeting with the Village of Dalzell regarding their water system crisis and the City of Peru was asked for consideration to potentially serve them with water.
Mr. Carls updated the committee on the Water Street issues/project noting the initial feedback from borings is that the sub surface is poor with as expected and bedrock down at 32 feet.
Treasurer Jackson Powell revisited the topic of bonding debt for deferred maintenance, noting the cost of money is low and is the or will be the cost of inflation will outpace the rates. The Council recommended continued research and prioritization of projects.

Alderman Sapienza made a motion that the meeting be adjourned. Alderman Edgcomb seconded the motion and motion carried.
