City of Peru Public Services Committee met Dec. 20.

ROLL CALL: Aldermen Waldorf, Lukosus, Ballard and Edgcomb present.

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of November 18, 2021. Alderman Lukosus seconded the motion; motion carried.

WATER & SEWER

Eric Carls, Director of Engineering and Zoning reported on an EPA violation letter for discharge issues.

STREETS & ALLEY

Alderman Waldorf made a motion to approve invoice for paving of Peoria Street/Midtown Road north alley in the amount of $12,100 from Advanced Asphalt. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus, Ballard and Edgcomb voting aye; motion carried.

ELECTRIC

Alderman Lukosus complimented and commended on our reliable electric during the high-wind event last week.

LANDFILL

None

AIRPORT

Alderman Lukosus reported on an inquiry to build hangar at the Illinois Valley Regional Airport.

CEMETERY

PARKS & RECREATION

Eric Carls, Director of Engineering and Zoning initiated a discussion to update the dog policy ate Baker Lake. Alderman Edgcomb and Alderman Tieman were both supportive. Mayor Kolowski expressed concerns and conflicts with runners and bikers. Mr. Carls recommended Corporate Counsel draft an amended ordinance for review.

Adam Thorson, Director of Parks, Recreation and Special Events reported the rink liner will be put down on the first week of January.

Mayor Kolowski reported Central Region Senior BB Regional tournament will be coming back to Peru (only).

Mr. Thorson reviewed and recommended a plan to renovated and expand the Washington Park courts for tennis and pickleball. Mr. Thorson stated the plan includes 4 new pickleball courts and 3 renovated tennis courts, expanded and new fencing. Alderman Sapienza voiced his opposition to the current plan and recommended re-doing the pickleball courts next year. Alderman Payton disagreed and stated the proposed plan makes the most sense. Mr. Carls noted the earliest bid would be in March with courts open by the end of May (best case). Justin Miller, Director of Finance reported there is an unrestricted $82,000 in the dissolved revolving loan fund to prioritize for this ½ early spring project. Mayor Kolowski supported the recommendation.

ENGINEERING

Eric Carls, Director of Engineering and Zoning reported the following:

• Only project ongoing- 7th Street sewer separation project

o Will continue weather permitting.

• Planning and bid packet prep on 2022 projects

• Water Street 1000’ reconstruction plans ongoing

BUILDING & GROUNDS

Eric Carls, Director of Engineering and Zoning reported the RPF’s for Surplus of Property will e opened at the Regular Meeting.
