City of LaSalle City Council met Feb. 7.

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.
The meeting was called to order at 6:35 p.m.

APPROVAL OF MINUTES
Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Minutes of the Regular Meeting of the City Council held January 24, 2022. Each and every alderman has a copy.
Voice vote, all ayes. Motion carried.
PETITIONS
Moved by Alderman Reynolds and seconded by Alderman Demes to approve the request for a 2022 Raffle License from Starved Rock Runners.
Voice vote, all ayes. Motion carried.
REPORT OF CITY OFFICERS
Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve and accept the Building Inspector’s Report for January 2022 showing total fees collected of $2,528.68 with total value of construction of $514,500.00.
Voice vote, all ayes. Motion carried.
Moved by Alderman Herndon and seconded by Alderman Reynolds to approve and accept the Monthly Police Income report for January 2022 showing total fees collected of $3,594.80.
Voice vote, all ayes. Motion carried.
COMMUNICATIONS
Mayor Grove mentioned to council how Mayor Lansford, long time mayor of Streator, recently passed. He was very involved in the NCIC group. Mayor stated that he was a good guy, good leader and his service was appreciated.
Moved by Alderman Lavieri and seconded by Alderman Reynolds to approve and place on file the Thank You letter from Lansford Family.
Voice vote, all ayes. Motion carried.
STANDING COMMITTEES
Alderman Lavieri stated that the Finance Committee will table their current discussion regarding the Public Works Building until February meeting when Alderman Ptak is available to join the committee for the discussion and potential vote.
APPOINTMENTS
Mayor asked the council to approve the appointments of Economic Director Leah Inman and Superintendent of Public Works Patrick Watson each for a four-year term. They were originally one-year appointments but would like to make them each have 3.5-year appointments for the rest of Mayor’s term.
Moved by Alderman Reynolds and seconded by Alderman Crane to approve the appointments of Economic Director Leah Inman and Superintendent of Public Works Patrick Watson for the remainder of Mayor’s Term, making it a four-year term for each. Each and every alderman has a copy.

Mayor Grove stated that Alderman Ptak would be a resounding Aye as well.
OLD BUSINESS
Claudia from Illinois Developmental Authority contacted Alderman Bacidore to verify if Hotel Kaskaskia was located at 217 Marquette Street. Metropolitain Housing Authority
is looking to potentially buy it and looking into grants to purchase. Alderman Demes received the same call. Director Inman will follow up.
NEW BUSINESS
Alderman Crane asked the Mayor and council if there was a budget for the new Public Works Building and if the council wanted to vote on a budget for that building. There were no questions or comments from the council.
ORDINANCES/RESOLUTIONS
Moved by Alderman Reynolds and seconded by Alderman Jeppson to approve the ordinance from A-Team Recyclers for the 2022 Collection Event.

Deputy Clerk Bader discussed how the council showed interest of this after the last budget meeting. Bader reached out to A-Team Recyclers, same team that does the recycling at the county level. They informed him through the Consumer Electronics Recycling Act the state is able to pay off some fees to be able to recycle back to the manufacturer. They added a third event for the City of La Salle. The Event will run on March 26, 2022 from 8am-12pm at Rotary Park. Residents can sign up for a 15 min drop off period. This event will be for LaSalle residents only. The only thing that will be needed at the City level will be staff at the entrances to check IDs. There will be a digital online preschedule. It should be a very easy process. Residents will be allowed to stop into city hall to sign up if they are unable to do their register online. There will be future messaging from the company and educational materials on what will be allowed.
Moved by Alderman Reynolds and seconded by Alderman Demes to approve and accept the ordinance authorizing master services agreement with Illinois Fiber Resources Group (iFiber).

Moved by Alderman Reynolds and seconded by Alderman Herndon to accept and approve the Ordinance approving and authorizing the execution of a first amendment to the Tax increment Financing (TIF) District Redevelopment Agreement by and between the City of LaSalle, LaSalle County, Illinois and Thortons LLC. Each and Every Alderman have a copy.
Attorney McPhedran wanted to clarify that this was formalizing the extension that was granted for one more year at last city council meeting.

COMMENTS
Mayor Grove wanted to congratulate Jayce Eustice for his promotion to editor at the Bureau County Paper.
LaSalle Resident, Philip Garby, of 754 4th St. asked the Council if the City would be ok for him to bring his tractor in town to remove snow when needed. One section of side walk across at the St. Patrick’s parking lot will be the spot where the city is already piling the snow. The council did not have any issue with such a thing as long as he was moving snow to current piles that were already being made.
City Engineer Brown mentioned that the bid for 24th St. Project will be going out for bid the 24th of February. The plans are currently on the website. The plans have gone out to four different contractors currently.
Alderman Herndon and Mayor Grove discussed how the garbage will hopefully get caught up with the last couple days being behind due to weather. Finance Director Duncan stated that the 6am start time is part of their contract. They would not be able to collect any earlier than that time.
Mayor did mention that as reported in the newspaper, River City was bought out by Republic. Mayor hopes that this will only benefit Republic with River City having more labor, manpower, and equipment.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept, pay, and place on file bills for January 24, 2021 with Total Submitted: $600,494.94 (Total Payroll $181,840.22, Bills to be paid $111,198.01, Total Bills Paid $307,456.71). Each and every alderman has a copy.
