APPROVAL OF MINUTES

Minutes of the Regular City Council meeting held February 22, 2022.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS:

Request from Ameren Illinois to break ground at 384 N. 2959th Road to install gas and electric service and related matters.

Request from La Salle Softball League to hold a Tag Day Collection on Friday, April 22, 2022 and Saturday, April 23, 2022 at the intersection of 11th and Bucklin streets as well as Raccuglia Drive and Airport Road and related matters.

Request of April Murphy and Cindy Waddick, of the Hegeler Carus Mansion, for a special event permit to allow an increase of allowed decibel readings and the use of City-owned property from 6 to 9 p.m. on Fridays from June 3 through August 26 at 1307 Seventh Street and related matters.

Request of Christie Pasieka for a special event permit to allow the use of city-owned property from 9 a.m. to 2 p.m. on the fourth Friday of the month from April through September at 540 First Street and related matters.

Request of Gary Hammers, of The Gateway to La Salle, for a special event permit to allow an extension of hours for outdoor music and an increase of allowed decibel readings from 7 to 11 p.m. Saturday, May 21 at 328 Third Street and related matters.

Request from Scott Clark, of Jake’s Pour House, for variances including but not necessarily limited to from 25’ side adjacent street setback to 0’ relating to the construction of an outdoor pavilion by the rear of the building and related matters.

Potential referral to Planning Commission to consider reviewing and updating zoning ordinance provisions regarding special use permits and related matters.

REPORTS OF CITY OFFICERS

Building Inspector’s Report for February 2022 showing total fees collected of $150 with total value of construction of $9,360.

Treasurer’s Report for February 2022 showing total cash balances in La Salle State Bank of $11,741,246.17 and in Hometown National Bank of $5,895,373.16.

Monthly Police Income Report for February 2022 showing total fees collected of $6,697.49.

COMMUNICATIONS

BIDS

Discussion and potential action regarding bid award 24th Street/Wenzel Road Roadway Improvements – 2022 project and related matters.

STANDING COMMITTEES

Discussion and potential action on the recommendation of the Finance Committee regarding the purchase of a Dodge Durango 2022 for the police department after trade in of 2015 Ford Explorer and related matters.

Discussion and potential action on the recommendation of the Finance Committee regarding a request from Lucas Weiden of WL Ventures for a Redevelopment Incentive Program grant totaling $12,058.71 for premises located at 853 First Street and related matters.

Discussion and potential action on the recommendation of the Finance Committee regarding the City’s seeking Requests for Proposals (RFP) for solid waste services/garbage services and related matters.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ORDINANCES/RESOLUTIONS:

A resolution in support of pursuing a passenger rail system from the Peoria region to Chicago and related matters.

A resolution for maintenance under the Illinois Highway Code (various streets in the community) and related matters.

An ordinance authorizing agreement with MuniciPay LLC, Card Connect LLC and related matters.

COMMENTS

EXECUTIVE SESSION

Regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.
