ROLL CALL: Aldermen Waldorf, Lukosus, Ballard and Edgcomb present.

OTHER PERSONS PRESENT: Mayor Kolowski, City Clerk Dave Bartley, Alderman Sapienza, Alderman Payton, Alderman Tieman, Police Chief Bob Pyszka, Finance Director Justin Miller, Human Resource Director Kim Reese, Director of Engineering and Zoning Eric Carls, IT Director Stephen Rounds, Adam Thorson, Director of Parks, Recreation and Special Events

MINUTES

Alderman Edgcomb made a motion to approve the Public Services Meeting minutes of December 20, 2021. Alderman Lukosus seconded the motion; motion carried.

STREETS & ALLEY

Director of Engineering and Zoning Eric Carls initiated a discussion regarding stop sign at Mall Road and 16th Street. Mr. Carls noted the stop sign will be placed by the hydrant. Alderman Ballard asked about (Domino’s) delivery cars parked on Mall Road. Police Chief Bob Pyszka stated he will review.

ELECTRIC

Reported Pretium Packaging purchased a new transformer to accommodate growth; city to pay for the switch.

LANDFILL

None

AIRPORT

Director of Engineering and Zoning Eric Carls reported on the bid letting for taxiway at Illinois Valley Regional Airport with Advanced Asphalt being lowest responsible bidder in the amount of $1,989,000.00. Mr. Carls stated approval to follow.

Mr. Carls initiated a discussion of corporate airport leases and noted there will be significant building activity this year.

PARKS & RECREATION

Eric Carls, Director of Engineering and Zoning reported on the contract with BCA, Inc. to finalize plans for the two Schweickert projects; one at Veteran’s Park baseball diamond and the Washington Park ice rink.

Adam Thorson, Director of Parks, Recreation and Special Events initiated a discussion regarding lease of mowers for parks department. Mr. Thorson reviewed the quotes received from Ladd Farm Mart and Smith’s Sales and Service. Mr. Thorson noted the trade value for the trade was significantly higher from Ladd Farm Mart. Mr. Thorson recommended the Ladd Farm Mart option. The Committee asked about overall cutting of parks. Eric Carls, Director of Engineering and Zoning noted his department is reviewing the grass cutting contracts to review bidding. The Committee concurred with the recommendations. Director of Finance Justin Miller concurred with the lease option. Alderman Edgcomb expressed his concerns with comparable out-of-town business. Mr. Thorson noted that Smith’s Sales and Service was not as competitive based on both the trade in and the new mower pricing.

CODE ENFORCEMENT/BUILDING & ZONING

Eric Carls, Director of Engineering and Zoning reported on the Building Permit Annual Report noting there was a total of 252 building permits issued with total construction costs at $13,303,654.20 and permit fees of $57,333.06

ENGINEERING

Eric Carls, Director of Engineering and Zoning provided an update on the following projects:

• Pohar Crossing

o Awaiting permits from IEPA

• RBI Street Program

o Bid going out to IDOT

• St. John’s Addition-Phase 2

o Permitting

• Working with the City of LaSalle on (IGA) Intergovernmental Agreement for Wenzel Road

BUILDING & GROUNDS

Mayor Kolowski discussed a proposal to place benches within the city. Mayor Kolowski stated he would donate the first bench in the name of his father. Mayor Kolowski stated he hopes to show the final project soon and gain community reaction and hopefully other residents and businesses would donate benches.

Alderman Ballard made a motion to adjourn the meeting. Alderman Lukosus seconded the motion; motion carried.
