City of Peru City Council met Jan. 31.
Here are the minutes provided by the council:
A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:19 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza and Lukosus present; Alderman Buffo absent.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
PUBLIC COMMENT
PRESENTATION
Representatives from Kana Grove North Illinois LLC were present regarding the marijuana dispensary that will be located at 1320 38th Street. Present was site selection consultant Amanda Ostrowitz, Bryan Dahlin, attorney for Kana Grove North Illinois LLC, Dan Draper, P.E. (traffic) and James Armstrong,
P.E. (civil engineer) of Chamlin and Associates. Kana Grove will be remodeling the interior and exterior of the building as well as going forward with a planned repaving of the parking lot. This will increase the planned number of parking spots by more than 40 spaces.
Ms. Ostrowitz outlined the benefits of locating in the City of Peru:
• Great economic opportunity
• Safe site
• Great traffic
• Great access
• Full site renovation
• Traffic analysis
Ms. Ostrowitz stated it was a no-brainer to want to operate in Peru because there is a thriving economic landscape here.
The Counsel brought up about a potential problem related to traffic. The development group performed a traffic study through Chamlin and Associates that indicated the business would not cause traffic issues. The study indicated the dispensary is projected to cause less of a traffic strain than the previous Jimmy John’s
Alderman Edgcomb asked about revenue estimates based on the dispensary in Ottawa; asked won’t there be a decrease based on traffic. Ms. Ostrowitz explained the Ottawa projections were used for parking and traffic analysis. Ms. Ostrowitz noted that they will market themselves and hopefully gain a better share of the sales.
Alderman Sapienza asked for a description of Ms. Ostrowitz definition of “safe site”. Ms. Ostrowitz note the benefit to a well-lit, high traffic area.
Ms. Ostrowitz stated the dispensary would be able to begin taking customers about one year after it receives the state’s license.
Police Chief Bob Pyszka said he has been in contact with police chiefs in Ottawa and Morris and they have reported no problems with the dispensaries in their jurisdictions.
Alderman Sapienza voiced his concern regarding previous meeting discussion as to not approving a site south of I-80. Alderman Sapienza stated he would vote yes in favor of the Aldermen in the ward. Alderman Payton agreed with Alderman Sapienza’s memory of the council favoring a location north of I 80 but based on his research, finds the location to be suitable. Aldermen Ballard and Waldorf concurred.
Mayor Kolowski asked if there would be a way to move to a different location if business permits. Ms. Ostrowski indicated yes, but it would require state approval.
MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS
Mayor Kolowski presented the Regular Minutes of January 17, 2022, Peru Police Department Monthly Report for December 2021; Peru Police Department 2021 Annual Report; Building Permits-Fourth Quarter Report 2021 and Building Permits-Annual Report 2021. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Payton seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Sapienza presented the following disbursements for payment on February 2, 2022:

Alderman Payton made a motion to approve purchase of 2014 Nissan Juke from JP Chevrolet in the amount of $12,324.24 (meter reader vehicle). Alderman Tieman seconded the motion. PUBLIC SERVICES COMMITTEE
Alderman Lukosus made a motion to authorize purchase switch from Anixter Inc., in the amount of $23,000 (Pretium Packaging). Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza and Lukosus voting aye; Alderman Buffo absent; motion carried.
Alderman Ballard made a motion to execute a contract w BCA Architects Ltd. for improvements to Schweickert Field at Veteran’s Park. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza and Lukosus voting aye; Alderman Buffo absent; motion carried.
Alderman Edgcomb made a motion to execute a contract with BCA Architects Ltd. for design of Schweickert Arena at Washington Park. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza and Lukosus voting aye; Alderman Buffo absent; motion carried.
Adam Thorson, Director of Parks, Recreation and Special Events initiated a discussion regarding lease of mowers for parks department. Mr. Thorson reviewed the quotes received from Ladd Farm Mart and Smith’s Sales and Service. Mr. Thorson noted the trade value for the trade was significantly higher from Ladd Farm Mart. Mr. Thorson recommended the Ladd Farm Mart option. The Committee asked about overall cutting of parks. Eric Carls, Director of Engineering and Zoning noted his department is reviewing the grass cutting contracts to review bidding. The Committee concurred with the recommendations. Director of Finance Justin Miller concurred with the lease option. Alderman Edgcomb expressed his concerns with comparable out-of-town business. Mr. Thorson noted that Smith’s Sales and Service was not as competitive based on both the trade in and the new mower pricing.
Alderman Sapienza wanted a final break down of details.

Alderman Ballard seconded the motion. Alderman Waldorf noted the trade-in value of $17,000 could not be matched locally. POLICE AND FIRE COMMITTEE
Alderman Tieman made a motion to approve ordering fire department air packs, 3m Scott Fire & Safety for $121,453.33, from ME. Alderman Edgcomb seconded the motion. PSM/Fire Chief Jeff King stated the air packs are a budgeted item and has been split over two years. PSM/Chief King also stated the air packs have a 20-year life span. Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on January 26, 2022 concerning the petition of Kana Grove North Illinois LLC for property located at 1320 38th Street, Peru, IL. Alderman Edgcomb made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Tieman seconded the motion; motion carried.

Alderman Waldorf made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Lukosus seconded the motion; motion carried.
MAYOR’S NOTES
PSM/Fire Chief Jeff King noted a possible snowstorm with 4-6 inches of snow. PSM/Fire Chief Jeff King reported the department is ready and encouraged the residents to be patient as plows will always clear major arteries and hills first.
