City of Ottawa City Council met Feb. 15.

Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 1, 2022, be approved as recorded in the permanent files of the City Clerk. Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Commissioner Less presented Firefighter Gallantry Awards to Nick Allegretti and Cameron Lair for their rescue of an occupant at a structure fire at 721 Mulberry Street on the evening of January 19, 2022.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of February 4, 2022, in the amount of $459,755.15, be approved and warrants issued. Second by Pearson.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of February 15, 2022, showing expenses in the amount of $3,844,980.20, be approved and warrants issued. Second by Ganiere.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of January 2022, be received and placed on file. Second by Less.

Moved by Commissioner Eichelkraut that the Quote received from Seico Security in the amount of $9,647.00 for the NCAT facility’s access control system, be approved and paid for from the NCAT grant funds. Second by Pearson.

Moved by Commissioner Eichelkraut that the Quote from Seico Security in the amount of $3,997.00 for the NCAT bus entrance gate, be approved and paid for from the NCAT grant funds. Second by Ganiere.

Moved by Commissioner Eichelkraut that a Resolution adopting and approving the NCAT substance abuse policy and testing program, be adopted. Second by Less.

Moved by Commissioner Ganiere that a Resolution requesting permission from the Illinois Department of Transportation to repair a water main beneath Route 6, be adopted. Second by Eichelkraut.

Moved by Commissioner Ganiere that a Resolution to enter into an agreement for application, administration, and coordination services for a Build IL Bond Fund project between the City of Ottawa and NCICG, be received and placed on file for public inspection. Second by Pearson.

Moved by Commissioner Ganeire that the Quote received from Gasvoda & Associates Inc. in the amount of $8,090.15 to purchase a refrigerated sampler for the Wastewater Treatment Plant, be approved and paid for from Wastewater Fund. Second by Eichelkraut.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for professional engineering services by Chamlin & Associates Inc., for the IVCC Satellite building, be received and placed on file for public inspection. Second by Eichelkraut.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and AFSCME Local 2819, regarding Police and Fire Office Coordinators, which has been on file for public inspection since February 1,2022, be adopted. Second by Pearson.

Mayor Aussem presented Resolution.
Moved by Mayor Aussem that a Resolution reappointing Andy Borkowski, Kevin Bressendorf, Bill Cairns, Troy Callaway, Scott Clinch, Tom Duttlinger, Jeremy Fowler, Robb Hasty, Jeff Hettrick, Amanda Los, Judie McConville, Dave Noble, Bob Rick, Brent Roalson, Mathew Stafford, Steve Swett, Bill Vogel, and Tom Walsh, all to the Flood Commission, terms to expire February 2024, be adopted. Second by Ganiere.

Moved by Mayor Aussem that a Resolution accepting and executing an intergovernmental grant agreement between the City of Ottawa and the Illinois Department of Transportation, for the Stevenson Road project, be received and placed on file for public inspection. Second by Eichelkraut.
