City of Ottawa City Council met March 1.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less, Marla K. Pearson and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 15, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Amanda Weygand read a letter regarding the 3rd Friday downtown market. Shannon Duggan, who is a photographer, would like the event left where it was, as the Jordan Block did not have the sales when they had the event there. Laura Herrera compared the event to one held in Aurora. Dylan Conmy, manager of Prairie Fox Books, said foot traffic increased in his store during the events. The Ottawa Community Thrift Shop added that it’s a unique neighborhood block party experience. Margie Myers noted that if the event was moved to Jackson Street or the Jordan Block, there would be traffic concerns on LaSalle and Columbus Streets and portlets would be needed. Barb Mann asked that the Council change their minds. Chef Carson, from Tangled Roots, added that the arts and restaurants go hand in hand. Sue Vandervort, of Rock, Paper and Scissors noted an increase in sales during the event. Heather Perzley commented that Utica is closing their main street until 2025. Chief Roalson stated that the City is not canceling the event. We have truck routes in place in town on Madison Street, Boyce Memorial Drive, and Main Street. He would like the roadways open and a compromise reached. Dana Stillwell would like the street taped down the center for emergency vehicles to use, which is what Utica does. John Fisher, owner of City Folk, wants the event to happen. The Mayor added that we may have to limit each business to one event a year and he does not like closing down a truck route. Bill Fanti, wondered if the 3rd Friday event could be grandfathered in. Chief Roalson summarized that the City still has an open request with Amanda Weygand and a meeting is set up for next Tuesday.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of February 18, 2022, in the amount of $451,700.66, be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of March 1, 2022, showing expenses in the amount of $642,321.99, be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Request.

Moved by Commissioner Eichelkraut that the City Clerk be authorized to advertise for Bids for the new NCAT bus shelter. Bids will be received until Thursday, March 24, 2022, at 10:00 a.m. at City Hall.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment of the Section 5311 Grant agreement for fiscal year 2023 for NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance providing for public transportation in the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the State Capital Grant agreement between the City of Ottawa and the Illinois Department of Transportation regarding NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution to enter into an agreement for application, administration, and coordination services for a Build IL Bond Fund project between the City of Ottawa and NCICG, which has been on file for public inspection since February 15, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for professional engineering services by Chamlin & Associates Inc., for the IVCC Satellite building, which has been on file for public inspection since February 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close certain portions of Route 23 on Saturday, May 14, 2022, from 5:30 a.m. until 9:00 a.m. and certain portions from 5:30 a.m. until 2:00 p.m. for the Run Starved Rock Country Marathon, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing acceptance and execution of a service order with Verizon Connect for vehicle and powered asset tracking subscriptions, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Bonnell Industries for a 2022 Ford F550 dump truck with a snow fighter package in the amount of $111,420.00, be approved and paid for from General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of February 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of February 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Kiesler Police Supply in the amount of $28,674.84, for firearms for the Police Department, be approved and paid for from the General Corporate Fund.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a master service agreement between the City of Ottawa and Lexipol, regarding the Fire Department, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of February 2022, be received and placed on file.

Second by Less.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $1,340.00 for the month of February 2022, be received and placed on file.

Second by Ganiere.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of February 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Section 2-72 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding health insurance and premium equivalents, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution accepting and executing an intergovernmental grant agreement between the City of Ottawa and the Illinois Department of Transportation, for the Stevenson Road project, which has been on file for public inspection since February 15, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a master service agreement between the City of Ottawa and Lexipol, regarding an administration policy manual, which has been on file for public inspection since February 15, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Impact Networking LLC, regarding copy machines, which has been on file for public inspection since February 15, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an architectural agreement between the City of Ottawa and BCA Architects Ltd., regarding downtown historical guidelines, which has been on file for public inspection since February 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a wellbeing services agreement between the City of Ottawa and Lifeworks Ltd., be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a production services agreement between the City of Ottawa and Floret Events LLC, for the Ottawa 2 Rivers Winefest, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss a matter of collective bargaining.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 8:05 p.m.

Commissioner Ganiere presented motion to reconvene.

Moved by Commissioner Ganiere that this Council reconvene from Closed Session.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented motion to adjourn.

Moved by Commissioner Less that this regular meeting be adjourned.
