City of Ottawa City Council met March 15.

Here are the minutes provided by the council:

Present: Thomas G. Ganiere, James J. Less, Marla K. Pearson and Mayor Daniel F. Aussem.

Absent: Wayne A. Eichelkraut Jr.

Commissioner Less presented minutes of previous meeting.

Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, March 1, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Don Jensen, LaSalle County Board Chairman, read a letter regarding the County’s wish to have a generator on the downtown courthouse property.

Mayor Aussem presented Biweekly Salary Payroll.

Moved by Mayor Aussem that the Biweekly Salary Payroll of March 4, 2022, in the amount of $457,810.59, be approved and warrants issued.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Monthly Expense Report.

Moved by Mayor Aussem that the Monthly Expense Report of March 15, 2022, showing expenses in the amount of $1,160,226.06, be approved and warrants issued.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Monthly Financial Report.

Moved by Mayor Aussem that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of February 2022, be received and placed on file.

Second by Less.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution and amendment of the Section 5311 Grant agreement for fiscal year 2023 for NCAT, which has been on file for public inspection since March 1, 2022, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an amendment to the State Capital Grant agreement between the City of Ottawa and the Illinois Department of Transportation regarding NCAT, which has been on file for public inspection since March 1, 2022, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a cleaning services agreement between the City of Ottawa and Quality Care Cleaning LLC, for NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing acceptance of the Special Warranty for the Section 5311 Grant for NCAT, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Change Order.

Moved by Commissioner Ganiere that Change Order #1 from Vissering Construction Company in the increased amount of $44,603.98 for the River Crossing lift station project, be accepted and paid for from the Wastewater Fund.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a professional services agreement between the City of Ottawa and Fehr Graham, for a second wastewater treatment plant, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the City Clerk be authorized to advertise for Bids for the Long Term Control Plan Element 8.2 sewer separation project. Bids will be received until Wednesday, April 13, 2022, at 10:00 a.m.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing acceptance and execution of a service order with Verizon Connect for vehicle and powered asset tracking subscriptions, which has been on file for public inspection since March 1, 2022, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street on Friday, June 17, 2022, from 4:30 p.m. until 10:00 p.m. for Cruise Night, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for structural engineering services by Chamlin & Associates Inc., for bridge inspections, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2022 Curb Replacement project, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a maintenance engineering agreement between the City of Ottawa and Renwick & Associates Inc., for the 2022 Street Maintenance program, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., for the reconstruction of Autumnwood Drive and Evans Street, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution appropriating an additional $40,000.00 of Motor Fuel Tax Funds, for the Autumnwood Drive and Evans Street project, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Brandenburg Electronic Systems in the amount of $68,925.00 for security cameras for the Police Department, be accepted and paid for from the Drug Education Fund.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quotes received from Pecover Decorating Services Inc. in the amount of $53,740.00 for exterior and interior painting of the Fire Stations, be accepted and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a master service agreement between the City of Ottawa and Lexipol, regarding the Fire Department, which has been on file for public inspection since March 1, 2022, be adopted.

Second by Pearson,

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a wellbeing services agreement between the City of Ottawa and Lifeworks Ltd., which has been on file for public inspection since March 1, 2022, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a production services agreement between the City of Ottawa and Floret Events LLC, for the Ottawa 2 Rivers Winefest, which has been on file for public inspection since March 1, 2022, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing signature authority to NCICG for an IEMA Grant regarding raising Green Street, be adopted.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Motion.

Moved by Mayor Aussem that the matter regarding the Historic Preservation Commission be tabled.

Second by Ganiere.

Motion amended by Commissioner Ganiere to add that the minutes of the Historic Preservation Commission meetings held on March 10, 2022, and December 9, 2021, and the follow up Ordinance all be placed on file.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a fundraiser from Pet Project to collect donations at the intersection of Norris Drive and Columbus Street on Saturday, June 4, 2022, from 8:00 a.m. until 12:00 p.m., be approved.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of personnel and collective bargaining.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:20 p.m.

Commissioner Ganiere presented motion to reconvene.

Moved by Commissioner Ganiere that this Council reconvene from Closed Session.

Second by Less.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a side letter agreement and a collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
