City of Peru Public Services Committee met Feb. 14.

Here are the minutes provided by the committee:

ROLL CALL: Aldermen Waldorf, Lukosus, Ballard and Edgcomb present.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Mayor Kolowski, Alderman Sapienza, Alderman Payton, Alderman Buffo, Alderman Edgcomb, Alderman Tieman, Justin Miller, Director of Finance, Police Chief Bob Pyszka, PSM/Fire Chief Jeff King, Director of Engineering and Zoning Eric Carls, Human Resource Director Kim Reese, IT Director Stephen Rounds, Adam Thorson, Director of Parks, Recreation and Special Events and Corporate Counsel Scott Schweickert

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of January 31, 2022. Alderman Lukosus seconded the motion; motion carried.

STREETS & ALLEY

PSM/Fire Chief Jeff King discussed his ongoing efforts to find a 3-ton dump truck and his latest find, a 2013 International with 29,000 miles. PSM King noted the struggle to source this type of vehicle and the need to purchase quickly. PSM King asked for a straw pole to pursue this one. All were in favor. PSM King reviewed the ages of all the dump trucks and the fleets newest vehicle is 11 years old. Committee asked PSM King to pursue lease options.

ELECTRIC

Committee discussed QuikTrip (former Crazy D’s site) and how the city will serve them for electric service. Reported Ameren has sought a permit and been denied.

LANDFILL

AIRPORT

CEMETERY

PSM/Fire Chief Jeff King initiated a discussion of purchasing a 2019 F150 XL RWD from Schimmer Ford in the amount of $30,900 for the cemetery crew. Committee concurred.

PARKS & RECREATION

None

CODE ENFORCEMENT/BUILDING & ZONING

Mayor Kolowski initiated a discussion of gaming parlor flag signage. Eric Carls, Director of Engineering and Zoning reported he will work with Building Inspector Tyler Dobrich and CSO Officer Blake Frund to review on a case-by-case basis.

ENGINEERING

Eric Carls, Director of Engineering and Zoning provided an update on the following projects: 

• 7th Street Sewer Separation

o Work has resumed subject to weather conditions

• General Fund Street Program

o RBI (Rebuild Illinois Grant) resolution for approval on regular agenda 

• Pohar Crossing

o IEPA permit in

o Some site work is ongoing

• Public Safety Complex

o 1 year warranty walk through

• Midtown Road and N Peoria Street

o Project closed out

• IVRA Taxiway

o Waiting on bid award by IDOT Division of Aeronautics

• Water Street Improvements

o Ready to bid with a time-sensitive completion window

• St. John’s Subdivision Phase 2

o Finishing design work

o Bid late summer/fall

• Washington Park Tennis/Pickleball

o Motion to seek bids on regular agenda

BUILDING & GROUNDS

Eric Carls, Director of Engineering and Zoning initiated a discussion offering his review of the landscaping and mowing contract. Mr. Carls reviewed the proposal from Specialty Landscaping and noted they were the only proposal in 2019. Mr. Carls noted the provision in the original agreement to mutually extend for 3 years. Mr. Carls stated the price per bed went down. Committee discussed and recommended extending the agreement.

Eric Carls, Director of Engineering and Zoning reviewed the mowing and trimming contract. Mr. Carls reported TNT Lawn Care was the winner of three proposals. Mr. Carls reported TNT Lawn Care offered to extend the contract with an approximate 6% increase. Committee discussed variables for seeking new proposals from other interested vendors. Mr. Carls stated he would review other potential companies to review qualifications.
