City of Ottawa City Council met April 5

City of Ottawa City Council met April 5.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less, Marla K. Pearson and Mayor Daniel F. Aussem.

Absent: None.

A moment of silence was held in honor of Police Officer Brian Sember.

Commissioner Less presented minutes of previous meeting.

Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, March 15, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Shug Grosenbach of NCICG, held a public closeout hearing for the Community Development Block Grant regarding a sanitary sewer project. The cost of the project was $519,850 with $500,000 being paid with grant funds. The remainder came from the City’s general corporate fund. After a brief description of the project and no one publicly commenting, the hearing was declared closed at 7:06 p.m.

A presentation was held by Teska Associates Inc. on the City’s comprehensive plan update. The plan will be on the next agenda for final approval.

Commissioner Less presented the telecommunicators with their years of service pins. Telecommunicator of the year awards were given to Stacey Fuentes and Chandler Koepke

Commissioner Eichelkraut presented Biweekly Salary Payrolls.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of March 18, 2022, in the amount of $469,768.90, and the Biweekly Salary Payroll of April 1, 2022, in the amount of $436,837.39, both be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of April 5, 2022, showing expenses in the amount of $704,952.15, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a cleaning services agreement between the City of Ottawa and Quality Care Cleaning LLC, for NCAT, which has been on file for public inspection since March 15, 2022, be adopted. Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing an application for a capital assistance grant for paratransit vehicles under the Illinois Department of Transportation general authority to make such grants, for NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut awarded Bid.

Moved by Commissioner Eichelkraut that the Bid received from Vissering Construction Company in the amount of $899,101.00 for the NCAT bus parking shelter, be accepted pending IDOT approval.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a professional services agreement between the City of Ottawa and Fehr Graham, for a second wastewater treatment plant, which has been on file for public inspection since March 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution requesting permission from the Illinois Department of Transportation to install a water main, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a drug and alcohol testing consortium and enrollment agreement between the City of Ottawa and Midwest Truckers Association Inc., regarding AFSCME, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for structural engineering services by Chamlin & Associates Inc., for bridge inspections, which has been on file for public inspection since March 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2022 Curb Replacement project, which has been on file for public inspection since March 15, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a maintenance engineering agreement between the City of Ottawa and Renwick & Associates Inc., for the 2022 Street Maintenance program, which has been on file for public inspection since March 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., for the reconstruction of Autumnwood Drive and Evans Street, which has been on file for public inspection since March 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of March 2022, be received and placed on file.

Second by Ganiere.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of March 2022, be received and placed on file.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of March 2022, be received and placed on file.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,320.00 for the month of March 2022, be received and placed on file.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of March 2022, be received and placed on file.

Second by Pearson.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Holli Clark, Richard Crum, and Holly Gage, terms to expire April 2025, all to the Ottawa Visitors Center Board, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Josh Moore, term to expire July 2027, to the Playground and Recreation Board, be adopted.

Second by Ganiere.

Moved by Mayor Aussem that a Resolution reappointing Earl Lecki and Bill Stevenson, terms to expire July 2024, to the Zoning Board of Appeals, be adopted. 

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a side letter agreement and a collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee, which has been on file for public inspection since March 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution granting an extension of time for filing a Final Plat to Brookside Commercial Subdivision Lot 2 until April 15, 2024, be adopted. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution to enter into an agreement for administration and coordination services with NCICG for an EDA Grant for Stevenson Road, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing, approving, and authorizing the execution of an employment agreement for an appointed City Official in Brian Bressner as Fire Chief, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance authorizing the sale of real property owned by the City of Ottawa and providing public notice thereof, for 1120 Canal Street, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Request.

Moved by Mayor Aussem that the Request for a fundraiser from Ottawa First to collect donations on Saturday, June 25, 2022, at the intersections of Route 23 at Route 6 and Route 23 at Main Street from 8:00 a.m. until 2:00 p.m., be approved and the City Departments involved be notified of the event.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Reports of Plan Commission.

Moved by Mayor Aussem that the Reports of the Plan Commission meetings held on Monday, September 27, Monday, November 29, Monday, February 7 and Monday, February 28, considering the comprehensive plan update, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Proclamation.

Moved by Mayor Aussem that a Proclamation naming April 10 through April 16, 2022, as National Public Safety Telecommunicators Week in the City of Ottawa, be adopted. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of employment agreements and an addendum to an employment agreement for appointed City Officials in David Noble as Director of Economic Development, Glen Cole as Police IT Manager, Michael Cheatham as Police Captain, Jeffrey Bangert as Police Captain, and Brent Roalson as Police Chief, be received and placed on file for public inspection. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of collective bargaining.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:55 p.m.

Commissioner Ganiere presented motion to reconvene.

Moved by Commissioner Ganiere that this Council reconvene from Closed Session. 

Second by Less.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
