City of Peru City Council met March 14.

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 P.M.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Bufo present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
PUBLIC COMMENT
PRESENTATION
Mr. Bill Zens of Illinois Valley Chamber of Commerce (IVAC) addressed the council and provided information pertaining to what programs IVAC offers and what an investment to IVAC provides to the community.

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS
Mayor Kolowski presented the Regular Minutes of February 28, 2022, and Peru Police Department Monthly Report for February 2022. Alderman Waldorf made a motion the minutes and report be received and placed on file. Alderman Payton seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Buffo presented the following disbursements for payment on March 16, 2022:

Alderman Buffo made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Justin Miller, Director of Finance informed the council of FY 23 budget hearing and presentation on April 25th at 6:30 p.m. Mr. Miller stated current budget will be online tomorrow for viewing.
PUBLIC SERVICES COMMITTEE
Alderman Edgcomb made a motion to award the Tennis Court Improvements base bid to SKI Sealcoating & Maintenance in the amount of $268,840.00. Alderman Waldorf seconded the motion. Mayor Kolowski thanked Eric Carls team and the Council for making this happen. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Alderman Edgcomb made a motion to award the Tennis Court Improvements alternate bid to SKI Sealcoating & Maintenance in the amount of $63,832.00. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Alderman Lukosus made a motion to award the Water Street Improvements base bid to SKI Sealcoating & Maintenance in the amount of $1,388,251.10. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Council tabled motion to authorize contract extension with Peru Greenhouse for the City’s Planter Boxes.
Council tabled motion to authorize contract extension with Specialty Landscaping for the City’s Landscape Maintenance.
Alderman Ballard made a motion to approve purchase of a 2013 3-ton dump truck from Crysteel Truck Equipment in the amount of $71,020.00. Alderman Waldorf seconded the motion. PSM/Fire Chief Jeff King reported the truck exceeded expectation and has a liquid salt applicator. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Alderman Ballard made a motion to authorize purchase of SG52 Fertilizer machine for Parks Department from Advanced Turf Solutions in the amount of $14,726.10. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
POLICE AND FIRE COMMITTEE
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on March 9, 2022 concerning the petition of Thomas and Meril Lewis concerning property located at 826 16th Street, Peru, IL. Alderman Ballard made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Tieman seconded the motion; motion carried.
Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

AN ORDINANCE GRANTING A VARIANCE AS SOUGHT BY THE PETITION OF THOMAS AND MERIL LEWIS CONCERNING PROPERTY LOCATED AT 826 16TH STREET IN THE CITY OF PERU, ILLINOIS
Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
PROCLAMATIONS
Mayor Kolowski presented a proclamation proclaiming Fair Housing Month (April 2022). Alderman Lukosus made a motion to concur with the proclamation. Alderman Tieman seconded the motion; motion carried.
UNFINISHED BUSINESS
NEW BUSINESS
Alderman Lukosus made a motion to re-appoint Tom Payton to the Police Pension Board for two-year term ending 4/30/23. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Alderman Payton made a motion to seek applicants for Utility Billing Clerk. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a petition from Jill Green, Heidi Clark, Amy Smith, Wendy Tunget and Gary C. Gapen requesting annexation and zoning for real estate generally located north of Interstate 80 west of the City of Peru’s Industrial Park Boulevard (located in Bureau County; contiguous to City of Peru). Alderman Lukosus made a motion to receive the petition, place it on file and refer to Planning/Zoning Commission for review and recommendation. Alderman Payton seconded the motion; motion carried.
MAYOR’S NOTES
Mayor Kolowski reported that March 13th was the City of Peru’s 171st Birthday.
Mayor Kolowski reminded the council that Thursday is St. Patrick’s Day.
Parks, Recreation and Special Events Director Adam Thorson reported the Easter Egg Hunt will be April 9th starting at 12pm for a reserved sensory time for children with special needs, followed by 1-3pm for any other children wishing to participate. The hunt will take place at Centennial Park.
Mayor Kolowski reported on the BB Gun match between the City of Peru and City of Oglesby with the City of Oglesby prevailing.
Mayor Kolowski reported on the elimination of yard waste stickers. Council believed the revenue generated was little compared to the hassle it brought residents.
Mayor Kolowski remined the council/media there is no burning of leaves in spring. (Eliminated by ordinance on October 25, 2021). Mayor Kolowski stated there is no ban for the fall but will be addressed.
Clerk Bartley stated the city will have an appliance day pickup in April.
Director of Information Technology Stephen Rounds reported on organizing electronics recycling event this spring. Mr. Rounds stated this would allow residents to discard old computer monitors and electronics. Cathode-ray television sets, however, may have a charge.
Parks, Recreation and Special Events Director Adam Thorson reported he is seeking/accepting craft and food vendors for the 2022 Taste of the Illinois Valley.

Alderman Lukosus reported they are seeking volunteers for the upcoming TBM Avenger Salute to Veterans program. Alderman Lukosus reported they are adding a Thursday event of B7 Bomber rides and is looking for great weather.
CLOSED SESSION
Alderman Payton made a motion to go into closed session to discuss meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Closed session began at 7:44 p.m.; ended at 7:54 p.m.

ADJOURNMENT
Alderman Buffo made a motion that the meeting be adjourned. Alderman Tieman seconded the motion and motion carried. Meeting adjourned at 7:57 p.m.
