Absent: Mayor Daniel F. Aussem.
Commissioner Less presented minutes of previous meeting.
Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, April 5, 2022, be approved as recorded in the permanent files of the City Clerk.

Jeff Hettrick, Director of the Ottawa Area Chamber of Commerce read a prepared statement of support for the updated comprehensive plan. He stated that numerous Chamber members are in support of the YMCA and the proposed riverfront development that is included in the update.
A public hearing was held next on the proposed Operating Budget for fiscal year 23. City Treasurer, Don Harris, commented that the overall budget has a projected deficit of $11.8 million. The General Corporate Fund’s deficit is $176,000.00 and our reserves will cover the shortfall. The budget is 9.3% more than last year and has an overall total of around $67 million. With no one from the public commenting, Mayor Pro Tem Eichelkraut declared the hearing closed at 7:19 p.m.

Moved by Mayor Pro Tem Eichelkraut that the Biweekly Salary Payroll of April 15, 2022, in the amount of $485,043.58, be approved and warrants issued.
