City of Peru City Council met April 11.

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present. Alderman Ballard absent; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. 

PUBLIC COMMENT

PRESENTATION/PROCLAMATION

Clerk Bartley presented the National Public Safety Telecommunicators Week (April 10-16, 2022). Deputy Police Chief Sarah Raymond recognized Peru Police Dispatcher Christy DeGroot. 

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of March 28, 2022, Peru Police Department Report for March 2022 and Building Permit Report-1st Quarter. Alderman Waldorf made a motion the minutes and report be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on April 13, 2022:

Alderman Buffo made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Payton made a motion to approve $1,000.00 donation to support the Peru CSO Banner program. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Finance Director Justin Miller reminded the council of the FY23 budget hearing on April 25th at 6:30 p.m. and reported the full, searchable budget is available on the city’s website.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf recommended the extension of grass cutting contract with TNT Lawn Care. Alderman Waldorf noted the 5-year contract with 7% increase this year and held the same for remainder of the contract.

Alderman Edgcomb made a motion to purchase of switchgear from Anixter Power Solutions/WESCO in the amount of $33,056.00 for Pohar Crossing subdivision. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Edgcomb made a motion to approve purchase of a 2012 International 7400 SFA 4x2 from Thompson Truck and Trailer for $42,840. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Lukosus made a motion to approve purchase of 4-ton Falcon Recycler & Hot Box Trailer from MPE (Midwest Paving Equipment, Inc.) in the amount of $36,304.00. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Waldorf made a motion to receive and place on file the City of Peru Water and Sewer Acreage and Impact Fee report effective May 1, 2022. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

POLICE AND FIRE COMMITTEE

Alderman Buffo extended his appreciation for the telecommunicators along with the retirement of Police Sergeant Rick Piscia.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott presented the minutes of public hearing on petition Jill Green, Heidi Clark, Amy Smith, Wendy Tunget, and Gary C. Gapen concerning property unannexed 142.177+ acres located north of I-80 and west of Industrial Park Boulevard, Bureau County Pin# 18-13-400-001. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Waldorf seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6637 

AN ORDINANCE ANNEXING AND ZONING CERTAIN TERRITORY GENERALLY LOCATED IN BUREAU COUNTY, NORTH OF INTERSTATE 80 AND WEST OF THE CITY OF PERU’S INDUSTRIAL PARK BOULEVARD, TO THE CITY OF PERU, ILLINOIS (Bureau County PIN #18-13-400-001 – 142.177 ± 

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6638 

AN ORDINANCE AMENDING SECTION 90-39 OF THE CITY OF PERU CODE OF ORDINANCES TO PROVIDE FOR THE ELIMINIATION OF YARD WASTE STICKERS 

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Waldorf made a motion to approve purchase of 2021 GMC Sierra from Jeff Perry for $51,979.24 for the Engineering & Zoning Department. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Lukosus made a motion to hire selected candidate for the position of Apprentice Lineman in the Electric Department. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Payton made a motion to seek applicants for IT support position. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from John Cison and Kathy Cison, Trustees of the John Cison 2012 Living Trust Dated October 29, 2012 requesting annexation and zoning for real estate generally located north of Interstate 80 and west of the City of Peru’s Plank Road in Bureau County, Illinois. Alderman Lukosus made a motion the petition be received, placed on file and referred to Planning/Zoning for review and recommendation. Alderman Waldorf seconded the motion; motion carried.

Clerk Bartley presented a petition from Maitri Path to Wellness requesting text amendment and special use for property located at 710 Peoria Street, Peru, IL. Alderman Sapienza made a motion the petition be received, placed on file and referred to Planning/Zoning Commission for review and recommendation. Alderman Edgcomb seconded the motion; motion carried.

Clerk Bartley presented a communication from Rita Studzinski of the River Valley Chapter of The Compassionate Friends requesting permission to hold their annual memory walk on Sunday, September 25th at Baker Lake. Alderman Tieman made a motion the communication be received, placed on file and permission granted. Alderman Buffo seconded the motion; motion carried.

Clerk Bartley presented a communication from Riverfront Bar and Grill requesting curfew time for live music on the weekends be extended from 10:00 p.m. to 11:00 p.m. and decibel limit from 65 to 85. Alderman Waldorf made a motion to refer the communication to Corporate Counsel to research. Alderman Sapienza seconded the motion; motion carried. Aldermen Sapienza and Payton suggested asking the business if it would be able to erect sound barriers to help prevent the noise from being heard on the bluff and direct it toward the Illinois River. Deputy Chief Sarah Raymond advised the council to do its homework and have a discussion at the committee level, because the noise could affect residents that live on the bluff over Riverfront Bar and Grill. Deputy Chief Raymond said the noise level would be registered at the bluff and not at the business. Deputy Chief Raymond stated the business has been issued a citation in its past for violating the city’s noise ordinance. Alderman Tieman stated whatever the council decides, it has to apply it to all businesses and should be fair across the board; council said they weren’t aware of many other outdoor venues. Mayor Kolowski said the ordinance applies to residents having backyard parties as well and that factor would need to be considered. Mayor Kolowski asked Corporate Counsel Scott Schweickert to research on a per-night exception.

MAYOR’S NOTES

Deputy Chief Sarah Raymond acknowledged the loss and expressed condolences for Ottawa Police Officer Brian Sember.

Adam Thorson, Director of Parks, Recreation and Special Events reported on the Easter Egg Hunt at Centennial Park and thanked sponsors Central Bank, Wal-Mart, Jessica Strauch of State Farm and Recreation Board member Steve Michelini. Mr. Thorson also reported on the success of the reserve sensory hour for special needs.

CLOSED SESSION

Alderman Waldorf made a motion to go into closed session to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity and meetings to discuss meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Closed session began at 7:49 p.m.; ended at 8:45 p.m.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Payton seconded the motion and motion carried. Meeting adjourned at 8:48 p.m.
