City of Peru City Council met April 18.

A special meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 6:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.
Others in attendance: Herb Klein, Special Counsel, IT Director Stephen Rounds, Mike Perry of Chamlin & Associates, Director of Engineering and Zoning Eric Carl and Economic Development Director Bob Vickery
Special Counsel Herb Klein addressed the council and reported the establishment of the Peru MVP TIF District is to accommodate an industrial customer. (The City intends to use the Peru MVP TIF District to redevelop property that is currently underutilized for industrial manufacturing and warehousing space and related commercial businesses to help to increase population, improve employment opportunities, expand and diversify the local real estate tax base, manage growth and increase the overall quality of life for its residents. The Redevelopment Plan will allow the City to alleviate and/or remove blighting conditions such as the lack of adequate public infrastructure, increase Peru’s overall competitiveness in the region and institute public policies that are more conducive to business development.)

Special Counsel Herb Klein reported the company would like to break ground early July assuming all timelines are met.
Eric Carls, Director of Engineering and Zoning reported the company and city will not release name of the company until the development agreement is executed. Mr. Carls reported an announcement could be made as early as the end of April.

AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT FOR THE ESTABLISHMENT AND ANNUAL ADMINISTRATION OF THE PERU MVP TIF DISTRICT
Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Special Counsel Herb Klein presented a proposed ordinance entitled:
ORDINANCE NO. 6640
AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A TAX INCREMENT FINANCING “INTERESTED PARTIES REGISTRY” AND ADOPTING REGISTRATION RULES FOR SUCH REGISTRY FOR THE PROPOSED PERU MVP TIF DISTRICT
Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
Special Counsel Herb Klein presented a proposed resolution entitled:

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.
