City of LaSalle City Council met May 2.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was heldat 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted. 

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE 

ROLL CALL 

Present - Mayor Jeff Grove, Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Crane

Excused Absence: Alderman Herndon

Others Present: Deputy Clerk Brent Bader, Finance Director John Duncan, Fire Chief Jerry Janick, Superintendent of Public Works Patrick Watson, Economic Development Director Leah Inman, City Attorney Jim McPhedran, Treasurer Virginia Kochanowski

A quorum was present.

APPROVAL OF MINUTES 

Moved by Alderman Demes and seconded by Alderman Reynolds to approve, accept and place on file the Minutes of the Regular Meeting of the City Council held April 18, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS: 

Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve the request from P& D Signs on behalf of Gary Hammers to install 2 non-illuminating signs at 362 Third Street and related matters.

AYE: Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Crane 

NAY: None

Absent: Alderman Herndon Abstain: None

MOTION CARRIED: 7-0 

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve the request for a 2022 Raffle License from Voluntary Action Center.

Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to send the request of Michelle Szewczyk for a “Parking for Residents Only" sign at 728 4th Street to the Streets, Alleys, and Traffic Committee.

Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the request of Gretchen Gonzalez, of The Camden Bar and Lounge, for a special event permit to allow the closure of the Marquette Street from First Street to the northern alley from 5 to 10 p.m. Saturday, May 28, 2022 for a block party.

AYE: Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Crane 

NAY: None

MOTION CARRIED: 7-0 

Moved by Alderman Demes and seconded by Alderman Reynolds to approve the request of June Keeley, of the Illinois Valley Pistol Shrimp, for a special event permit to allow the closure of Wright Street between First and Second streets from 4 to 9 p.m. Monday, May 30 for a community meet-and-greet event. Each and every alderman has a copy.

REPORTS OF CITY OFFICERS 

Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve and place on file the Monthly Police Income Report for April 2022 showing total fees collected of $3,240.00.

Voice vote, all ayes. Motion carried.

COMMUNICATIONS 

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and place on file the thank you letter from Illinois Valley Regional Dispatch.

Voice vote, all ayes. Motion carried.

RESIGNATIONS

Moved by Alderman Demes and seconded by Alderman Reynolds to accept the resignation of Police Office Joel Smith. Each and every alderman has a copy.

Alderman Bacidore asked if the city will start paying the officers more since this is the second resignation in the last month for another department. Mayor stated that Ottawa is not a comparable market. The city did close the gap with neighboring cities, like Peru, for the officers and their pay.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES 

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and accept the recommendation of the Finance Committee regarding a request from Michelle Olson of Starved Rock Rentals for a Redevelopment Incentive Program grant totaling $12,500 for premises located at 503 Third Street.

AYE: Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Crane 

NAY: None

Absent: Alderman Herndon Abstain: None

MOTION CARRIED: 7-0 

Moved by Alderman Ptak and seconded by Alderman Demes to approve and accept the recommendation of the Finance Committee regarding a request from Greg Brewer of BB Partners LLC for a Redevelopment Incentive Program grant totaling $8,281.50 for premises located at 821 First Street.

AYE: Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Crane

MOTION CARRIED: 7-0 

Alderman Bacidore asked to pass on the discussion and potential action regarding turning Richard Hallett Road into a “non-truck” route. Alderman Bacidore referred this topic to Supt. Watson for the time being so Watson can get a chance to speak with IDOT. The city would like to petition IDOT to put a sign up on Rt. 6 before trucks even turn onto Richard Hallett Rd.

Moved by Alderman Bacidore and seconded Alderman Lavieri to approve and accept the recommendation of the Streets, Alleys and Traffic Committee to remove the two "Slow Children Playing" signs at 1449 Linden Avenue.

Voice vote, all ayes. Motion is carried.

Alderman Bacidore stated that the discussion and potential action on the recommendation of the Streets, Alleys and Traffic Committee regarding adding a "Slow Children Playing" sign on Crosat Street between Fifth and Sixth streets will be on the SAT committee agenda again in two weeks.

OLD BUSINESS

Moved by Alderman Ptak and seconded by Alderman Reynolds to send out the bids on the City Hall Roofing Replacement project.

MOTION CARRIED: 7-0 

Deputy Clerk Bader mentioned that a resident from 1223 Hennepin reached out in regard to requesting a No Parking from Driveway to corner sign on McArthur. This item will be added to Streets, Alleys and Traffic Committee agenda in two weeks.

Deputy Clerk Bader stated that the resident at 821 1st had to tear into alley to put power in. The building owner would like to put concrete down, approx. 22’x4ft, in the alley. It is believed to be part of the city diamond. The resident will be paying for it all. He just wanted to make sure the city would be ok with the concrete being added there.

Mayor asked the council for a straw vote. All council members were in favor of this action being taken. The city would contact the resident and let him know he may move forward with his project.

COMMENTS 

Economic Developer Director Inman announced that this week is Small Business Week. She also mentioned that Lighted Way Association Dinner at the Uptown was a huge success. They served approximately 2,000 meals.

Inman also mentioned that the 821 1st St. Property will be a French style bakery, Mill Stone Bakery, that will be opening up in June.

Alderman Reynolds reminded residents that grass clippings are not to be thrown onto the street.

EXECUTIVE SESSION 

6:52 p.m. Moved by Alderman Lavieri and seconded by Alderman Reynolds to approve the council to exit Regular Session and enter Executive Session regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.

AYE: Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Crane 

NAY: None

Absent: Alderman Herndon Abstain: None

MOTION CARRIED: 7-0 

7:19 p.m. Moved by Alderman Lavieri and seconded by Alderman Crane to exit Executive Session and resume Regular Session.

APPROVAL OF BILLS 

Total Submitted: $506,110.18 (Total Payroll $179,122.32, Bills to be paid $122,095.47, Total Bills Paid $204,892.39).

Moved by Alderman Reynolds and seconded by Alderman Crane to adjourn the meeting. Voice vote, all ayes. Motion is carried.
