Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less, and Mayor Daniel F. Aussem.
Absent: Marla K. Pearson.
Commissioner Eichelkraut presented Ordinance.
Moved by Commissioner Eichelkraut that an Ordinance adopting the Operating Budget for fiscal year 2023, which has been on file for public inspection since April 19, 2022, be passed and approved.
Second by Less.
Ayes: Eichelkraut, Ganiere, Less and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Fiscal year end Expense Report.
Moved by Commissioner Eichelkraut that the Expense Report dated April 29, 2022, showing expenses in the amount of $232,601.89, be approved and warrants issued.
Second by Ganiere.

Nays: None. Motion carried.
Commissioner Ganiere presented Resolution.
Moved by Commissioner Ganiere that a Resolution authorizing the execution of an engineering, design, and construction services agreement between the City of Ottawa and Etscheid Duttlinger & Associates Inc., for the 2023 watermain replacements, which has been on file for public inspection since April 19, 2022, be adopted.
Second by Eichelkraut.
Ayes: Eichelkraut, Ganiere, Less and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Ganiere presented Resolution.
Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal for effluent pump replacement by Gasvoda & Associates Inc., which has been on file for public inspection since April 19, 2022, be adopted.
Second by Eichelkraut.
Ayes: Eichelkraut, Ganiere, Less and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Ganiere presented Change Order.
Moved by Commissioner Ganiere that Change Order #1 received from Performance Pipelining Inc in the increased amount of $113,270.60 for the Long Term Control Plan Elements 1.8 and 1.10, be accepted and paid for from the CSO Fund.
Second by Eichelkraut.
Ayes: Eichelkraut, Ganiere, Less and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Ganiere presented Motion.
Moved by Commissioner Ganiere that the Sealed Bids received and read out loud on Wednesday, April 13, 2022, for the Long Term Control Plan Element 8.2, both be rejected and the project be rebid at a later date.
Second by Eichelkraut.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing the execution of a side letter agreement between the City of Ottawa and the Police Benevolent Labor Committee, regarding lateral hires, which has been on file for public inspection since April 19, 2022, be adopted.

Moved by Commissioner Less that a Resolution authorizing the execution of an engagement agreement between the City of Ottawa and IOS Solutions, regarding firefighter hiring, which has been on file for public inspection since April 19, 2022, be adopted.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing the execution of a proposal between the City of Ottawa and WTH Technology Inc., for software for the Fire Department, which has been on file for public inspection since April 19, 2022, be adopted.

Commissioner Less presented Quote.
Moved by Commissioner Less that the Quote received from Cole Radio Communications in the amount of $13,100.50 to replace 10 squad car sirens, be approved and paid for from the DUI Fund.

Mayor Aussem presented Ordinance
Moved by Mayor Aussem that an Ordinance amending Sections 42-2 and 42-73 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding certificates of appropriateness issued by the City Council after recommendations from the Historic Preservation Commission, be passed and approved.
Second by Eichelkraut.

Mayor Aussem presented Resolution.
Moved by Mayor Aussem that a Resolution appointing, approving, and authorizing the execution of an addendum to the employment agreement for Andrew Borkowski as Fire Chief, which has been on file for public inspection since April 19, 2022, be adopted.

Mayor Aussem presented Resolution.
Moved by Mayor Aussem that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and Sainte Genevieve Riverboat LLC, which has been on file for public inspection since April 19, 2022, be adopted.

Mayor Aussem presented Proclamation.
Moved by Mayor Aussem that a Proclamation naming April 29, 2022, as Arbor Day in the City of Ottawa, be adopted.
