City of LaSalle City Council met May 16.

A regular meeting of the La Salle City Council of La Salle, Illinois was held, at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.
The meeting was called to order at 6:34 p.m.

APPROVAL OF MINUTES
Moved by Alderman Demes and seconded by Alderman Reynolds to approve, accept and place on file the Minutes of the Regular Meeting of the City Council held May 2, 2022. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Reynolds to proclaim Saturday, May 21, 2022 through May 27, 2022 as National Safe Boating Week. Each and every alderman has a copy.

RECONGNITION
City Engineer Brian Brown Introduced Eagle School Cooper Vaske from Troop 123. The Disc golf course will be all around the unused parts of Prairie Park. With help Wes Black and Dan Nagle, they were able to identify two ravine locations that required a bridge for
the golfers to safely cross. Cooper took this project on to construct two bridges for the disc golf course. These bridges will allow the disc golfers to cross the deep ravines. Cooper mentioned that his project cost approximately $1,400 of donated materials for the project and over 100 hours of volunteer work. Mayor Grove thanked and congratulated Cooper Vaske for all his hard work and his honors that he has earned as an Eagle Scout. Cooper wanted to thank Steve Hammerich, Wes Black, and his Troop 123 for all their hard work throughout this project.
DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS:
Moved by Alderman Lavieri and seconded by Alderman Crane to approve the request from Joe Bornac of Starved Rock Runners to host the “Boo” Milby Memory 5K Run/Walk in LaSalle beginning at 8 a.m. Saturday, August 13.

Moved by Alderman Reynolds and seconded by Alderman Herndon to approve the request for a 2022 Raffle License from LaSalle VFW Post 4468.

REPORTS OF CITY OFFICERS
Moved by Alderman Bacidore and seconded Alderman Reynolds to approve and place on file the Building Inspector’s Report for April 2022 showing total fees collected of $6,076.37 with total value of construction of $1,359,100.00. Each and every alderman has a copy.

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file the Treasurer’s Report for April 2022 showing total cash balances in La Salle State Bank of $12,136,607.87 and in Hometown National Bank of $5,857,111.02. Each and every alderman has a copy.

COMMUNICATIONS
Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file the Illinois Department of Revenue report showing sales tax collected for February 2022 of $75,831.04 and Home Rules Sales Tax of $66,947.64 for a total of $142,778.68. Each and every alderman has a copy.

Moved by Alderman Ptak and seconded by Alderman Reynolds to accept the recommendation of the Finance Committee regarding a request for a $250 donation for the Better Fishing Association of Northern Illinois Kids’ Program.

Mayor Grove confirmed with Alderman Lavieri that the Fishing Rodeo will be Saturday, June 4 down at the canal.
Alderman Crane asked if there could be a fishing event next fall possibly at the new lake at Rotary Park.
Moved by Alderman Ptak and seconded by Alderman Demes to accept the recommendation from the Finance Committee regarding the purchase of a 2022 Dodge Durango of $34,475 for the Police Department. This vehicle purchase will be made from the drug fund.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept the recommendation from the Streets, Alleys and Traffic committee to add a “Slow Children Playing” sign on Crosat Streets between Fifth and Sixth Streets.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept the recommendation from the SAT committee to add two “Parking for Residents Only" signs in front of 728 4th Street.

Alderman Bacidore stated that SAT committee denied the request due to a lack of motion regarding adding a “No Parking to Curb” sign on the east side of the driveway at 1223 Hennepin Street.
Mayor Grove did ask Engineer Brown what the set distance to park away from a stop sign was. Brown stated that is 10 feet from a stop sign and 5 feet on either side of a drive.
OLD BUSINESS
Moved by Alderman Lavieri and seconded by Alderman Jeppson to authorize and pay estimate #1 to Advanced Asphalt totaling $145,235.65 for work completed to date on 24th Street/Wenzel Road.

Moved by Alderman Herndon and seconded by Alderman Crane to accept and authorize the recommendation of the Board of the Fire and Police Commission to hire Miro Mesanovic to the position of patrol officer in the City of LaSalle.
Chief Smudzinski stated that the department is very happy with Miro as their new hire. He was certified in Depue and then worked in Galesburg.

LaSalle resident, Michelle Mathia, just wanted to introduce herself to the council and was interested in seeing how a LaSalle city council meeting ran. The council welcomed Michelle to LaSalle.
Mayor Grove wanted to send his condolences to Alderman Reynolds for the loss of his sister this last week.
